My question will be if a wrestler enters a tournament in the last week of the season, say a conference tourney, and has their 45th match in the semi's does he have to forfeit in the finals or can they finish the tourney?

First of all, this is for NEXT season not this season. The 45 match limit is just that, a maximum of 45. The student in your scenario could wrestle that 46th match in the conference finals, but then could not wrestle in regionals.

In the past the match/date limit has always applied to the regular season. I am assuming this is the same. Everything before regionals.
