Seeding effected by new 45 match limitation?

I'm not totally sure why our school is having trouble getting meets with local teams but the one that have bothered to even respond claimed it's because they've already met their 45 match limit.

That said, how do you seed a team that has no common opponants or in league head to head competion and shouldnt schools have a priority to wrestle within their own district before possibly seeking competition to get a better win/loss ratio?
