So what about private transfers? To legally transfer a firearm...and I have both bought and sold guns through private transfers, LEGALLY. You have to go to the Illinois State Police website and enter the owner and transferees information, including FOID card #, name, address, etc and it has to be approved. You have to print the form and maintain the record of the transaction for a MINIMUM of 10 years.

Everything I have mentioned above are LEGAL requirements. Unfortunately, firearms are ILLEGALLY transferred through straw purchases. A person legally buys a gun or guns at a shop, online, etc but then ILLEGALLY sells/transfers them to a criminal. If the firearm is recovered in a crime it can be traced back to the original owner who would be arrested on a felony charge. Problem is, like what happened here in Crook, er Cook County, they get a soft judge and get off with probation or a light sentence.
I have never had a problem with someone like you owning or carrying. God forbid if something happens in a mall or something you would be the first person I would hope we would be there. I may be wrong but I thought a vote was cast to require gun sellers to be licensed in a national data base and it was voted down.

All gun dealers MUST be licensed through the ATF and there are numerous requirements regarding ownership, security, sales, employees, storage, and display and if the gun shop also has a range there are strict rules regarding that as well. In Illinois dealers require you to produce a FOID before you can even look at a gun, let alone purchase one. If I purchase a firearm online it MUST be delivered to an FFL dealer and I still have to fill out the paperwork and go through the waiting period before paying the $50 transfer fee and picking the gun up. The biggest problem right now is the lack of reporting/information. Proper law enforcement would have prevented the Parkland, FL shooter or the Air Force Bad Conduct Discharge church shooter in TX from getting a firearm. The so-called "Universal Background Checks" is a joke. The FBI already has stated it would be impossible to maintain. There should be, and I support it 100%, a state police run background check in every state and I am also 100% against what they call "Constitutional Concealed Carry" which means being able to carry a concealed firearm with no permit. That is lunacy. Here in Illinois they keep trying to push this stupid "Firearm Dealer Licensing Act" sponsored originally by Don Harmon that Rauner vetoed, so they keep amending it and passing it back for a vote. It's basically a moronic anti-gun Trojan Horse bill designed to drive the smaller gun dealers out of business by dumping additional fees and (redundant) requirements on firearm dealers/ranges...yet excludes all the big box retailers like Dick's, Cabelas, Bass Pro Shops, Walmart, etc that also sell guns.
