  • BREAKING: Dr. Shiva Provides Additional Compelling Analysis that 200,000 Ballots in 2020 Election in Maricopa Needed Signatures to be “Cured” But They Were Ignored

    Dr. Shiva performed another analysis of ballots in Maricopa County, Arizona. In this study, Dr. Shiva confirms his prior study’s results with a larger sample that provides 99% confidence that over 200,000 ballots in this one county in Arizona had signatures that needed to be ‘cured’ but were not.


    In late February, Dr. Shiva Ayyaduriai released the results of his study of the ballots counted in the 2020 Election in Maricopa County, Arizona. His results were shocking. He identified that Maricopa County likely had more than 200,000 ballots with signature issues that needed to be ‘cured’ but only 25,000 ‘cured’ ballots were reported in the 2020 Election results.



    In today’s discussion, Dr. Shiva Ayyadurai, provides findings from the Election Systems Integrity Institute’s recent audit of signatures on 1,911,918 early voting mail ballots in Maricopa County’s 2020 General Election.

    The key points from this study are as follows:


    • At minimum, 215,856 early voting mail ballots (EVBs) should have been cured in Maricopa versus the ~25,000 cured by the County in the 2020 General Election.

    • This updated Extended Study (“the Study”) along with the Pilot Study are the first to calculate signature mismatch rates of EVBs for Experts – Forensic Document Examiners (FDEs), Trained Novices (non-FDEs), and in a Two-Step Review process using non-FDEs and FDEs.

    • One constraint of this Study is not having access to the signature files from the County.

    • Given the nearly 10x difference in EVBs to be cured between this Study and the County’s actually number cured, if the County were to provide their signature files, an update to this Study can be performed.

    • Maricopa County Election Dept. states it has a “rigorous signature verification process.”


    • Of the 1,911,918 EVB signatures verified, the County reported only 25,000 were flagged as signature mismatches requiring review – “curing;” and after curing, the County concluded only 587 of the 25,000 (2.3%) to be “Bad Signatures.”

    • This Extended Study confirms the findings of the earlier Pilot Study and concludes that the process used for signature verification in Maricopa is a flawed signature verification process.

      Generated after months of volunteer voter canvassing to verify state public election records, The USEIP Colorado Canvassing Report exposes massive irregularities, anomalies, and numerous law violations.

      [Denver, Colorado, March 10, 2022] A report published today by the U.S. Election Integrity Plan (USEIP) found that hundreds of thousands of Colorado voters were impacted by election irregularities and anomalies in the 2020 elections. The report analyzed canvassing records from multiple Colorado Counties. Volunteers went door-to-door verifying public voting records. The election data is public, maintained by Colorado Secretary of State Jena Griswold.

      Professional statisticians, mathematicians, retired military officers, software engineers, and corporate training specialists came together on a completely volunteer basis to design the canvassing program from start to finish. The peer-reviewed, statistical sampling method used for the canvassing was designed so that results can hold up in court. This strict and rigorous approach produced statistical significance in the canvassed counties. More importantly, it allows for statistically sound assertions on voting irregularities to be made for the state as whole. Those assertions are stunning. Extrapolating the canvassed county findings to the entire state, the number of impacted voters in Colorado is between 210,091 and 462,201.

      The USEIP report exposes shocking types of widespread problems with the Colorado election system. A sample of the top irregularities in the report include:
      1. Fake voters. The voter did not cast a ballot, but County Clerk and Recorder and Secretary of State managed records show a ballot was cast in the voter’s name.
      2. Lost votes. The voter did cast a ballot but records show no ballot was cast.
      3. Illegal votes. The voter did not live at the address indicated at the time of the 2020 election.
      4. Voter data manipulation. The voter’s party affiliation changed without their authorization.
      5. Voter database manipulation. The voter did not reside at the documented address in the voter database at the time of canvassing, but months after canvassing the voter was still registered at the same address in the voter registration database.

      Explaining or rationalizing these anomalies and irregularities will be extremely difficult for elected officials. It’s anticipated that county clerks, commissioners, and Secretary[A1] of State Jena Griswold will dismiss the Colorado canvassing report with flimsy excuses like the anomalies are not widespread, or no election is completely without some irregularities, or clerical errors can happen due to data and record transferring between databases.

      Unfortunately, the data is overwhelming in USEIP’s Colorado Canvassing Report. The findings obliterate tired excuses used historically for dismissing objective evidence and dodging responsibility.

      It’s anticipated election officials will shift blame to the public, claiming voters don’t understand how elections work, to dismiss legitimate public concerns. In fact, Secretary Griswold is joined by Executive Director of the Colorado County Clerks Association Matt Crane, numerous Colorado clerks, including Carly Koppes (Weld), and Chuck Broerman (El Paso), in parroting the tired and inaccurate trope, “Colorado’s elections are the gold standard!”

      Clerk Broerman went so far as proudly claiming his voter rolls in El Paso are “pristine” after the 2021 local elections. In that same election, in cooperation with Secretary Griswold, El Paso’s election results were manually changed after a discrepancy was discovered between the state and county-reported results. The Colorado Canvassing Report exposes El Paso County as having an anomaly / irregularitity rate ranging from 7.5% to 13.5%. This translates to a range of 54,359 to 69,829 El Paso County voters.

      The 2020 voter data told a story. We found patterns in the data which signaled the results in Colorado’s 2020 election had serious, unexplained problems. The only way to unequivocally verify what we saw was to manually verify the publicly available information from the voters themselves. What this report proves is shocking. Every voter and elected official needs to immediately take action to investigate in order to understand how to fix our obviously broken election system.” States Jeff Young, the chief author of the report.

      Given the slim margins in local races and measures, numerous elected officials and counties in the state have been impacted. There are numerous legal cases that serve as precedent for remedying illegal elections. In fact, it’s surprisingly common to have elected officials removed from office even after they’ve taken office, and after more than a year has passed since the certification of the race.

      This should give Colorado voters confidence that they do not have to live with election results that have not been verified to their satisfaction to be error-free and legitimately run. Election officials have balked in the face of concerns presented by voters since election day 2020, claiming local elections passed the required Risk Limiting Audit. The Risk Limiting Audit is only capable of verifying the electronic voting systems counted the paper ballots correctly. The Risk Limiting Audit is incapable of detecting fake votes, lost votes, illegal votes, or voter database manipulation exposed in the CO Canvassing Report.

      USEIP’s canvassing program has been distributed as a model for numerous states in the nation. USEIP continues working on restoring free and fair elections in Colorado.         Garland Favorito has still been on the mission of exposing the fraud that took place in the Georgia election.

        Most of the fraud allegations come from Fulton County which is the most populous county in all of Georgia. It’s the county where you find Atlanta.

        This week, Favorito held a press conference to discuss and show how the election in Georgia was electronically manipulated.

        While we have seen some of the evidence that he has brought forward we haven’t seen all of it and I’m certain that he is fully convinced by the evidence that the election was manipulated.


        ATLANTA, March 7, 2022 – VoterGA announced at a press conference today a 15-point analysis that documents clear, irrefutable evidence of how the November 2020 Fulton County election results were electronically manipulated. The analysis was based on a year-long study of ballot images conducted by an expert-laden volunteer research team. The ballot image research was made possible last year when the Georgia legislature passed SB202, which made ballot images public records. The ballot images were collected statewide by a VoterGA Open Records Request team. The 15-point analysis that can be verified through public ballot images at GAballots.com or other sites found the following problems in Fulton County:
        1. 17,724 final certified Fulton votes have no ballot images
        2. All 374,128 in-person ballot images for the original count are missing
        3. 132,284 mail-in ballot images are missing their authentication files
        4. 4,000+ tabulator images have impossible duplicate time stamps
        5. 104,994 image files in 1,096 batches have impossible, duplicate time stamps
        6. All ballot batches were improperly forced to adjudication to facilitate tampering
        7. 10 ballots were impossibly adjudicated in one minute by one user
        8. 941 Iiage files were backdated prior to adjudication
        9. All 16,034 mail-in image authentication files were added days after scanning
        10. Same 12 tabulators closed 148 early voting polls masking identity of scanning tabulator
        11. One tabulator serial# impossibly closed two polls in same overlapping times
        12. One tabulator was never closed and may have added many illegitimate votes
        13. Images in 288 batches have backfilled time stamps out of scanning chronological order
        14. 85 closing tapes for 12,024 Election Day ballots are unsigned or missing
        15. All but two tabulator closing tapes for early voting are unsigned

        VoterGA emphasized that while one or two of these may be procedural issues, the electronic tampering found so far is not limited to Fulton. Co-founder Garland Favorito said: “In fairness to Fulton County, they did preserve enough of their ballot images to make some of our research possible. Other counties, like Cobb, destroyed most or all of their original November 2020 images despite federal and state law. This tampering and destruction is proof positive why Georgians cannot trust the 2020 election results. We desperately need an independent multi-county audit immediately to secure our elections before 2022 primaries.”

        This is all just like I have said before. As someone who has come from multiple industries that are regulated by the FDA, I know that there needs to be an extreme amount of accountability for processes. You would think that was something as important as a federal election that more diligence would be taken in order to assure the American public that things are being done the right way. But that’s not the case with this election.

        When I look at this list that was presented by VoterGA, I can’t help but see so many problems with their processes that needs fixed if we’re ever going to ensure that we have free and fair elections in the future.

            Michigan Election Official Charged With Ballot Tampering, Misconduct

            A Michigan county elections official and former township clerk was charged with ballot tampering related to the August 2020 primary election, according to state Attorney General Dana Nessel.

            Kathy Funk, who was running in 2020 as a Democrat for reelection as Flint Township clerk, also was charged with misconduct in office, Nessel said. The charges, which are both felonies, each carry a maximum sentence of five years in prison upon conviction.

            Nessel alleged that Funk purposely broke a seal on a container for ballots so that the votes couldn’t be totaled during an anticipated recount. She narrowly won reelection in the unofficial count, the attorney general’s office said.

            “Election officials must uphold the integrity of their positions. Those who abuse that commitment undermine the very foundation of our democracy,” Nessel, a Democrat, said in a Twitter response to a ClickonDetroit report.

            “Our department is committed to prosecuting election violations, regardless of the political party of the perpetrator.”

            Nessel’s office didn’t provide any more details about the allegations against Funk.

            After the August 2020 election, Funk filed a report with the Flint Township Police Department claiming there was a break-in at the election office and said a seal on a canister containing ballots had been broken, according to local reports. Her opponent, Manya Triplett, said she had considered a recount but, according to state election law, those votes couldn’t be included in a recount because of the tampering.

            Under Section 168.871 of Michigan state law, “the board of canvassers conducting a recount” has to look over “all ballots of a precinct using an electronic voting system” unless certain problems arise.

            The law stipulates that ballots cannot be recounted if “the seal on the transfer case or other ballot container” is broken or have a different number than recorded in the poll record book, among other circumstances. If the seal on the ballot “label assembly” is broken or if numbers don’t match the poll records or ballot labels, they cannot be counted, according to the Michigan Legislature’s website, which offers details of state voting law.

            Funk later resigned as Flint Township clerk to become Genesee County’s elections supervisor, the Detroit Free Press reported.




            Funk’s attorney told the news outlet that she is expected to enter a plea of not guilty.

            “She says it’s absolutely not true,” attorney Matthew Norwood said of the charges, according to the outlet.

            Genesee County officials and Norwood didn’t respond to a request for comment by press time.

              The mayor and city clerk of Madison, Wisconsin, are being accused of election bribery in a complaint filed March 17, 2022, in the State of Wisconsin before the Elections Commission. Thomas More Society attorneys acted on behalf of a Madison, Wisconsin, voter to levy allegations against Madison Mayor Satya Rhodes-Conway and Madison City Clerk Maribeth Witzel-Behl, stating that these officials acted in violation of Wisconsin’s election bribery law, Statute 12.11, by accepting private money from the Center for Tech and Civic Life in order to facilitate in-person and absentee voting.

              The complaint filing comes on the heels of a trend, in which 16 states have now passed legislation to ban or regulate the acceptance and use of private funds by public election officers. Thomas More Society attorneys have litigated this issue successfully in eight states. Arizona and Texas passed legislation addressing this issue, and in Michigan, Pennsylvania, and Wisconsin, the legislature passed laws regulating this conduct, but those laws were vetoed by Democrat governors. Three other states, Minnesota, Iowa, and South Carolina have passed bills regulating this conduct, and are now waiting for those bills to be enacted. In Wisconsin, several counties, including Walworth County and Brown County, have passed, or are considering such bans, of so-labeled “dark money” in elections.

              The Madison complaint contends that Rhodes-Conway and Witzel-Behl entered into an agreement with the Center for Tech and Civic Life, a partisan, special interest organization, to accept more than $1.2 million to facilitate in-person and absentee voting in the city, which is a violation of Wisconsin law. The Center for Tech and Civic Life is a non-profit Chicago-based organization, led and staffed by former Democratic activists and funded by billionaire Facebook founder Mark Zuckerberg and his wife, Priscilla Chan, to influence the 2020 election.

              This latest complaint before the commission follows a previous complaint against Kenosha, which asserted violations of election law and bribery of election officials by the Center for Tech and Civic Life. Additionally, the first round of Wisconsin Election Commission complaints filed by Thomas More Society attorneys representing groups of private citizens also included allegations against Kenosha, Racine, Green Bay, and Milwaukee.

              Attorney Erick Kaardal, Thomas More Society Special Counsel, explained that the complaint details a massive scheme on the part of the Center for Tech and Civic Life, to usurp the administration of the election, a core traditional governmental function. Under the guise of COVID-19 prevention and via the illegal dumping of private money into the municipal process, the Center for Tech and Civic Life handed control of the 2020 election in Wisconsin over to private partisan interests, in the form of its “partners.”


              “We can’t undo the wrongs of the 2020 election,” Kaardal observed, “But it is incumbent upon us to ensure that the corruption that infected Wisconsin’s voting process is rooted out and that the state’s election integrity is preserved. Wisconsin’s voters deserve to know the truth and they need to be assured that the snakes in the grass have been hunted down and eliminated, allowing for fair and honest elections from this point forward.”

              The complaint goes on to document how the Center for Tech and Civic Life persuaded officials of Wisconsin’s five largest cities to sign contractual “gift” or “grant” agreements for funds publicly billed as COVID-19 response grants. The filing details evidence of the actions by the self-identified “Wisconsin 5” in contracting to utilize partners, none of whom were health or medical experts, to effect the Wisconsin Safe Voting Plan. This plan, executed as the grant contracts required, had nothing to do with the health and safety of Wisconsin, but rather outsourced the process to partisan “experts” in “election administration.”

              In Wisconsin, it is illegal for anyone to take money to induce a voter to go to the polls, and according to the complaint, this was the primary reason that Madison, and the other municipalities of the Wisconsin 5, were given these large sums of money by the Center for Tech and Civic Life. The filed complaint details other irregularities under the illegal agreement, including allowing private, partisan, non-government entities to access to the state’s voter data, redesign voter instruction materials, target selected demographic groups for voter recruitment, promote illegal ballot drop boxes, and even place “voter navigators” to assist individuals with voting. These “voter navigators” would later be “trained and utilized as election inspectors.”

              “That means the very people who assisted voters in casting their ballots were the ones responsible for safeguarding those ballots – that’s equivalent of sending the foxes to guard the henhouse,” exclaimed Kaardal.


              “The evidence in this complaint is overwhelming and condemning,” stated Kaardal. “Even on the surface, given all benefit of doubt, there is no question that Mayor Rhodes-Conway and Clerk Witzel-Behl accepted private money from the Center for Tech and Civic Life to facilitate in-person and absentee voting in Madison. This is in violation of Wisconsin election law.”

              “The actions of Madison’s mayor and city clerk, along with city officials in Kenosha, Racine, Milwaukee, and Green Bay should outrage Wisconsin voters,” declared Kaardal. And apparently, they have, as complaints have been filed with the Wisconsin Elections Commission against each of the Wisconsin 5 municipalities.

              “Voting is a privilege, paid for with the price of freedom,” added Kaardal. “It is not something to be sold to the highest bidder. This mayor and city clerk traded away the rights of voters to participate in a free and fair election. They exchanged freedom for cash, selling off control of Wisconsin’s 2020 election to a well-funded coalition of special interest groups. That’s election bribery, pure and simple – and it’s wrong.”

                • The third forensic report analyzing Mesa County electronic voting systems exposes, proof of changing vote counts, multiple unauthorized databases discovered and used in two separate elections, and more. Public calls for immediate federal and state law enforcement to investigate evidence of crimes.

                  [Denver, Colorado, March 21, 2022] – Today the third forensic report analyzing Mesa County electronic voting systems was made public. The report shows that the Mesa County electronic voting system contained multiple databases, which should not have been present and also indicates manipulated vote counts. The multiple databases in the voting system show ballot and ballot batch records were moved and changed, breaking the chain of evidence, leaving the true vote count unknown. This makes the vote count in Mesa County’s voting system impossible to authenticate, or prove accurate, voiding the legal certification of Mesa’s election. The report goes on to explain that this illegal activity happened in two different elections and there is no possible way this manipulation was an accident.

                  The first forensic report analyzing the Mesa County electronic voting systems showed that at least 29,000 election records had been deleted at the direction of Colorado Secretary of State Jena Griswold. The second Mesa forensic report exposed numerous system vulnerabilities including firewall and security rules that would allow any computer in the world to connect to the voting system server, and 36 separate wireless networking devices in the voting system. Between the wireless devices, the insecure configuration, and the destroyed election records, the voting system could have been undetectably connected to the unauthorized devices, networks, and the internet, directly, or indirectly. In the third report, there is undeniable evidence that vote counts were changed and manipulated.

                  According to systems testing expert Col. Shawn Smith (ret.) USAF, ”In contrast to Voting System Testing Lab personnel, who ‘claim no specialized knowledge or background in cybersecurity,’ the computer experts who authored the ‘Mesa 3 Report’ have 80 years of combined experience and expertise, including degrees in computer science and mathematics, defense and national security experience, and are making all evidence available to the public and other researchers.”

                  The evidence of destroyed election records, unauthorized software installation, multiple manipulated vote counts, databases, and unmonitorable wireless networking equipment exposes numerous federal and state crime violations, including civil rights violations. None of these violations would have been detectable to local election officials without this report. The public is calling for immediate criminal investigations by both federal and state law enforcement.

                  In a desperate attempt to cover-up evidence of numerous serious crimes, Griswold introduced a bill in the Colorado Senate that among other egregious attempts to seize election power from local election officials, and leaves oversight of Colorado elections solely in the hands of SecState Griswold. In fact, the bill makes it a crime for election officials to criticize how the state runs elections and bans public audits of elections. SB22-153 appears to be designed to cover-up all evidence of the crimes committed in Mesa County, and to suppress citizen discovery of new evidence. Colorado citizens are outraged at the bill and are taking a strong stand with elected officials urging them to vote no, especially in light of the “Mesa Report 3”.

                  In a separate legal case, Sec State Griswold is suing the Elbert County Clerk and Recorder in a desperate attempt to seize hard drives containing Elbert County election record backups. Once the Elbert County backups are forensically analyzed, it’s highly likely that the same evidence of Griswold’s illegal conduct in Mesa County will be found in Elbert County. State law enforcement officials, including CO Attorney General Weiser, are expected to demand access to those backups in support of a thorough criminal investigation.

                  Key findings in the Mesa Report #3
                  1. Creation of multiple databases: The Mesa County voting system server should have had three databases in its election project for each election. But in Mesa County’s system, two additional databases were found for two separate elections. The existence of those additional databases, and the movement of ballot records between them, breaking the chain of evidence needed for ballot and vote authentication is proof of voting system non-compliance with Federal Voting System Standards mandatory under Colorado law, and proof of manipulation. This is akin to having two sets of accounting records in a business, to hide fraudulent and illegal financial transactions.
                  2. A pattern of multiple illegal databases in separate elections: Multiple databases were found in both the 2020 election records, and in the 2021 election records. Slight variations in the method of ballot and batch record copying between databases reinforces the conclusion that the manipulation was deliberate.
                  3. Ballot and election records chain of evidence broken in multiple ways: Once ballot images and records were moved, deleted, manipulated, and re-copied, the chain of evidence was broken. Digital files required to verify ballot image authenticity simply did not exist in the new databases. It makes it impossible to verify the authenticity of so many ballot records. Now election results cannot be determined from the voting system records.
                  4. No accident: There are no listed, authorized features and procedures, or even the ability through a combination of features and procedures on the electronic voting systems to instruct or enable election officials to manipulate ballot records and vote count databases in the manner discovered. This activity was unauthorized, and could have been conducted in any number of ways, including combinations of unauthorized software, remote access and/or malware introduced through a removable device (USB drive).
                  5. Illegal certification of Colorado electronic voting systems: Because the electronic voting system in Mesa County, Colorado was not only vulnerable and exposed to manipulation, including the systematic destruction of election records, and proof of actual manipulation, the voting system could not possibly have met the requirements of the Federal Voting System Standards mandated by Colorado statute.

                  The first two of three Mesa County voting system forensic reports were prepared by Doug Gould, the former Chief Cybersecurity Security Strategist for AT&T.                       [Denver, Colorado, March 21, 2022] – The third official forensic Mesa Report analyzing Mesa County electronic voting systems is being posted publicly tomorrow, March 22 at 9:00 a.m. CST on Frankspeech.com . The report shows that the Mesa County electronic voting system contained multiple databases, which should not have been present and also indicates manipulated vote counts. The multiple databases in the voting system show ballot and ballot batch records were moved and changed, breaking the chain of evidence, leaving the true vote count unknown. This makes the vote count in Mesa County’s voting system impossible to authenticate, or prove accurate, voiding the legal certification of Mesa’s election. The report goes on to explain that this illegal activity happened in two different elections and there is no possible way this manipulation was an accident.

                      The first forensic report analyzing the Mesa County electronic voting systems showed that at least 29,000 election records had been deleted at the direction of Colorado Secretary of State Jena Griswold. The second Mesa forensic report exposed numerous system vulnerabilities including firewall and security rules that would allow any computer in the world to connect to the voting system server, and 36 separate wireless networking devices in the voting system. Between the wireless devices, the insecure configuration, and the destroyed election records, the voting system could have been undetectably connected to the unauthorized devices, networks, and the internet, directly, or indirectly. In the third report, there is undeniable evidence that vote counts were changed and manipulated.

                      According to systems testing expert Col. Shawn Smith (ret.) USAF, ”In contrast to Voting System Testing Lab personnel, who ‘claim no specialized knowledge or background in cybersecurity,’ the computer experts who authored the ‘Mesa 3 Report’ have 80 years of combined experience and expertise, including degrees in computer science and mathematics, defense and national security experience, and are making all evidence available to the public and other researchers.”

                      The evidence of destroyed election records, unauthorized software installation, multiple manipulated vote counts, databases, and unmonitorable wireless networking equipment exposes numerous federal and state crime violations, including civil rights violations. None of these violations would have been detectable to local

                      election officials without this report. The public is calling for immediate criminal investigations by both federal and state law enforcement.

                      In a desperate attempt to cover-up evidence of numerous serious crimes, Griswold introduced a bill in the Colorado Senate that among other egregious attempts to seize election power from local election officials, and leaves oversight of Colorado elections solely in the hands of SecState Griswold. In fact, the bill makes it a crime for election officials to criticize how the state runs elections and bans public audits of elections. SB22- 153 appears to be designed to cover-up all evidence of the crimes committed in Mesa County, and to suppress citizen discovery of new evidence. Colorado citizens are outraged at the bill and are taking a strong stand with elected officials urging them to vote no, especially in light of the “Mesa Report 3”.

                      In a separate legal case, Sec State Griswold is suing the Elbert County Clerk and Recorder in a desperate attempt to seize hard drives containing Elbert County election record backups. Once the Elbert County backups are forensically analyzed, it’s highly likely that the same evidence of Griswold’s illegal conduct in Mesa County will be found in Elbert County. State law enforcement officials, including CO Attorney General Weiser, are expected to demand access to those backups in support of a thorough criminal investigation.

                      Key findings in the Mesa Report #3
                      1. Creation of multiple databases: The Mesa County voting system server should have had three databases in its election project for each election. But in Mesa County’s system, two additional databases were found for two separate elections. The existence of those additional databases, and the movement of ballot records between them, breaking the chain of evidence needed for ballot and vote authentication is proof of voting system non-compliance with Federal Voting System Standards mandatory under Colorado law, and proof of manipulation. This is akin to having two sets of accounting records in a business, to hide fraudulent and illegal financial transactions.
                      2. A pattern of multiple illegal databases in separate elections: Multiple databases were found in both the 2020 election records, and in the 2021 election records. Slight variations in the method of ballot and batch record copying between databases reinforces the conclusion that the manipulation was deliberate.
                      3. Ballot and election records chain of evidence broken in multiple ways: Once ballot images and records were moved, deleted, manipulated, and re-copied, the chain of evidence was broken. Digital files required to verify ballot image authenticity simply did not exist in the new databases. It makes it impossible to verify the authenticity of so many ballot records. Now election results cannot be determined from the voting system records.
                      4. No accident: There are no listed, authorized features and procedures, or even the ability through a combination of features and procedures on the electronic voting systems to instruct or enable election officials to manipulate ballot records and vote count databases in the manner discovered. This activity was unauthorized, and could have been conducted in any number of ways, including combinations of unauthorized software, remote access and/or malware introduced through a removable device (USB drive).
                      5. Illegal certification of Colorado electronic voting systems: Because the electronic voting system in Mesa County, Colorado was not only vulnerable and exposed to manipulation, including the systematic destruction of election records, and proof of actual manipulation, the voting system could not possibly have met the requirements of the Federal Voting System Standards mandated by Colorado statute.

                        But Putin’s stomach-turning assault has exposed the dark soul of strongman/cultural warrior leadership. People see the slaughter and the insanity in Ukraine. They also are getting a first-hand look at the shocking ineptitude of the strongman. In just a month, Putin’s mighty army has six dead generals, 15,000 or more soldiers killed in action, and hundreds of destroyed tanks. So much for Putin’s “strong” leadership. The democracies that he viewed as a joke are now humiliating him. The only thing Putin’s thugs can succeed at is shooting long range rockets into cities, slaughtering children and the elderly. On top of that, people are witnessing how Putin has brainwashed his people through ultra-patriotic, Russia-First state-run television and radio. Many clueless Russians have no idea that their army is slaughtering civilians in Ukraine. They actually believe Putin’s propaganda that he is liberating Ukraine from Nazis. By crushing Russia’s liberal media, Putin totally controls the message. For the Russian public, it’s pro-Russia, pro-Putin patriotism day and night.

                        The result has been ugly. Maybe Putin’s repulsiveness will turn people off to strongmen, authoritarians, and anger-based leadership.                             Cellphone Geolocation Data: 7 Percent of Mail-In Ballots Were Trafficked in 2020 Election

                            Cellphone geolocation data shows that thousands of votes were allegedly trafficked in Wisconsin, according to True The Vote (TTV). The “pinpoint” cellphone geolocation data show “trackable, provable data trails,” showing incontrovertible evidence of “repeated abuses of process that diminish the sanctity of all votes,” says Catherine Engelbrecht founder of the organization. In a March 24 presentation to the Wisconsin State Legislature, Gregg Phillips, who oversees the technical aspects of the TTV investigations, estimated that “seven percent or 137,551 votes” of the 1.9 million mail-in ballots in Wisconsin “were cast as a result of trafficking.”

                            “This is a number,” he said, “That has held in every single community across the country that we’ve looked in.” The March 24th report is but one of several from Wisconsin and most of the state’s data is still being analyzed and will be reported at a later date. Thursday’s report summarized the completed results from their research on Milwaukee County only.
                            Why Should We Care/7 Percent of Mail-In Ballots Cast as Result of Trafficking.
                            TTV used highly precise geolocation technology to track paid “mules” who participated in an alleged ballot trafficking operation in Wisconsin and other major cities. Mules are “intermediaries other than the absentee voters themselves” who were paid to deliver multiple ballots to drop boxes during early voting in the 2020 General Election. Phillips, head of the OpSec group, says that “DNA is the only thing harder to anonymize than precise Geolocation data. Put simply; it is immutable.”


                            Drop Boxes and Mail-In Ballots


                            According to its own report, “TTV is currently investigating ballot harvesting patterns in three of the five Wisconsin cities that received CTCL funding. Specifically, TTV is conducting research and analysis to determine whether, during the two-week period prior to the 2020 election (10/20/20 – 11/3/20), there was systematic delivery of absentee ballots to drop boxes by intermediaries other than by the absentee voters themselves.” The data in the report presented to the State Legislature was TTV’s “initial analysis of dropbox traffic data in Milwaukee County.” Notably, Wisconsin election statutes do not authorize the use of drop boxes in elections, according to the TTV report.

                            Mail-in ballots, which are “notoriously insecure” as well as the “newly introduced and highly unregulated absentee ballot drop boxes,” compromised the integrity of the 2020 election, said Engelbrecht. Additionally, Engelbrecht explained that the Wisconsin Election Commission (WEC) failed to follow its commitment to securing drop boxes with video surveillance cameras per guidelines prescribed by the Cybersecurity and Infrastructure Security Agency (CISA).

                            Through open records requests from every municipality, TTV confirmed that the small village of Brown Deer was the only municipality that made video surveillance available from one of its “two drop boxes with a camera that was reasonably close” to the drop boxes. Therefore, TTV decided to make use of “commercially available cell phone data to measure whether or not we could prove that absentee ballot drop boxes were being abused in Wisconsin.” Unlike Georgia, TTV reported, Wisconsin law does not require 24/7 video surveillance of drop boxes.

                            The over $350 million in grants from Zuckerberg’s Center for Technology and Civic Life (“CTCL”) funded dropboxes for absentee ballots in 2020. In Wisconsin, CTCL distributed over $10.3 million in grants. According to TTV, “[a]bout 86% of the funding went to five cities, Milwaukee, Madison, Green Bay, Kenosha, and Racine, which they used to provide drop boxes for receiving absentee ballots and other voter assistance.” Prompted by whistleblowers who came forward to report their experiences, TTV decided to purchase “publicly available dropbox surveillance video and commercially available geospatial (mobile device) data generated at CTCL grant-funded drop box locations.”

                            The hearing in front of the Wisconsin legislature revealed disheartening, incontrovertible evidence of ballot trafficking that showed “repeated abuses of process that diminish the sanctity of all votes,” Engelbrecht lamented. In her opening statement, she told legislators that it is hard to “come away with any conclusion other than that it was planned.”

                            “For the past 16 months, we have heard the repeated refrain from those responsible for overseeing elections that this was the most secure election ever and to think otherwise is a lie. But America knew differently. And they were right. It was not the most secure election ever. It was quite possibly one of the least. We’ve watched the mass mail out of paper ballots to highly inaccurate voter records. The harried installation of by mail, absentee ballot drop boxes, privately funded by billionaire tech magnates. And the hundreds of legislative changes lawsuits, consent decrees, all that fundamentally altered election processes. And all of this came together in 2020 under the fog of COVID. It’s hard not to look at the confluence of events and come away with any conclusion other than that it was planned.”
                            True The Vote’s Initial Data: Milwaukee County Completed


                            True the Vote completed the Milwaukee county research after having “purchased 25 terabytes of cell phone data” from “standard commercial providers” for their investigation. The data was collected with signals from cellphone apps which enabled the team to effectively trace the mules’ activity in the ballot trafficking operation.

                            “TTV purchased 25 terabytes of cell phone signal data emitted by devices in the Milwaukee County area during the two-week period prior to the 2020 election, October 20 – November 3. The data was purchased from standard commercial providers and includes signals from over 27,000 cell phone apps, which data aggregators purchase and resell to public and private buyers for official and commercial uses. Consistent with TTV policy and methods, the data was never held in any form other than “anonymized.” While the data provides exact locations of specific devices at specific times, it does not disclose the identities or other private information about the individuals registered as owners of those devices.”

                            In summary, Phillips’ team targeted a timeline that extended slightly out of the early voting period to develop a more authentic pattern of behavior. The study period was then narrowed to the days between October 20 and November 3. His team found that the studied devices visited an average of “5 NGOs and 26 drop boxes in the study period. 138 devices in total were accurately identified and a total of 3568 unique dropbox visits” were identified.

                            In total, “TTV bought 10 trillion cell signals to conduct their investigation,” said Phillips. Compiling what is called “a pattern of life,” Phillips stated that he can track a unique device ID from one particular phone, adding the “element of time” to track where a phone has been and where they go—”what they do,” “where they work,” and “where they sleep.” He said he and his team of 12 have the ability to track the phone, “depending on the app, down as close to a few inches.” He added that his team has “primarily focused on Arizona, Georgia, some in Texas, Wisconsin, Milwaukee in particular, Detroit in Michigan, and Philadelphia.”

                            “There have been several arrests related to this” activity, with more coming, said Phillips. He also noted that a “nationwide and even international grift that has developed around all of this. Voting is only a part of it.”

                            Using the geofencing technology, we can see that while ballots were collected differently in different communities, “it is basically all the same,” he continued. He also explained that his team worked hard to constantly “refine their hypotheses.” His team went to great lengths to ensure “that false negatives and false positives were avoided” as much as they could.

                            “If we just said OK, everybody who walks near a dropbox in Milwaukee is the target, it’s ridiculous, right? I mean, it’s it doesn’t even make sense. It wouldn’t hold water. I mean, it could be, you know, my grandmother out walking her dog. It could be anything and it doesn’t make sense.” Phillips said he used algorithms to clean up those kinds of errors.

                            Phillips also spoke about his team’s use of math and algorithms to evaluate the involvement of NGOs in the scheme.

                            “So one of the things that we found particularly helpful from an algorithmic and mathematical perspective is to look at how many times did they go to both an NGO, one of the nonprofits that were on our target list and how many times did they go near a dropbox? And in doing that, then we think we mentioned we looked at 400,000 devices or so, now we can begin to skinny this down.”

                            In that way, he continued, “we found 5 NGOs and 26 drop boxes as our threshold in Milwaukee. One might reasonably consider that there’s something going on there.”

                            Phillips then explained how he took some of the devices and mapped out samples of travel on a particular day to build a more precise picture of the behavior they were seeing. For example, one of the graphics in the report demonstrates one such sample. The yellow tags are drop box locations and the blue tag is an NGO location.

                            During the presentation, he mapped out a sample of 4 devices that traveled on Oct. 20, 2020. Roughly 20 dropbox visits by four devices on one day, for example, according to Phillips. The graphic below “represents just four of our 130 or so different devices on one particular day.”

                            In looking at patterns, Phillips also found evidence of crossover between those who rioted in 2020 and those who participated in the trafficking. Through an entity “funded by federal law enforcement agencies all over the world. It is called the Armed Conflict Location and Event Data and Target Devices (ACLED). It is a database of all of the device IDs that show up at the violent protests around the world,” said Phillips.

                            Working with that data, his team “identified 14 targeted devices that participated in one or more of the violent riots in Wisconsin during 2020. So—of our device IDs, of all the ones we identified—about 10% or so participated in some violent riots in the state.”
                            Recommendations


                            Phillips emphasized that it is wrong to say this was the “most secure election in history.” The team suggested several areas of focus to prevent election fraud in the future.
                            • Make your voter rolls precise data and keep them clean
                            • Vote “harvesting” should be illegal
                            • Stop mass mailing ballots
                            • Stop abuses like “Vote in the Park”
                            • Stop private funding of elections
                            • Stop drop boxes
                            • Make the penalty for cheating something people fear.

                            Phillips said that none of the suggestions stand alone. Legislators must commit to all. However, he emphasized clean voter rolls as paramount to clean elections and one that has historically been problematic in every state in the nation.
                            TTV Suggestions
                            “We encourage you to commit to clean voter rolls and real-time tech,” said Engelbrecht. Phillips mentioned that when voters cannot be accurately identified by a “full birthdate,” as with the rolls in Wisconsin, it is a prescription for failure. Accurate voter records are foundational to fair elections. Phillips continued:

                            “The reality is, is that Wisconsin has created a means through which the lack of transparency in the rolls causes the problem. You have to be able to verify identity and you have to start, in part, with the date of birth. The challenge is that the system compels the voters [here] to rely on someone other than themselves. If, for example, all you do is give them Gregg Phillips, 1960, you set up failure in the process. So, if you can’t verify identity first, anything else that you do related to the ballots, related to the applications for the ballots, related to mailings, related to anything else—is a FAIL.”

                            In a notable exchange between Rep. Donna Rozar and Engelbrecht, Rozar, who seemed somewhat frustrated, sought to defend her colleagues on the State Legislature, waving a stack of papers with laws that the legislature had passed. She told Engelbrecht the laws were later vetoed by the Governor, not uncommon in the realm of election integrity legislation.

                            “We are the legislative branch of the government. We are not the judicial. We are not the executive. Many of the election reform bills that we passed were vetoed by the Governor, and it’s not that we’ve ignored these weaknesses that have been identified. So I wanted to make that you were aware that we have addressed the weaknesses that you have identified.”

Many clueless Russians have no idea that their army is slaughtering civilians in Ukraine. They actually believe Putin’s propaganda that he is liberating Ukraine from Nazis. By crushing Russia’s liberal media, Putin totally controls the message. For the Russian public, it’s pro-Russia, pro-Putin patriotism day and night.

                                The result has been ugly. Maybe Putin’s repulsiveness will turn people off to strongmen, authoritarians, and anger-based leadership. Those who romanticized strongman leaders as the remedy for liberalism now see how brutal, crazy, and ineffective the authoritarian is. Putin might have inadvertently swung the pendulum away from authoritarianism and back toward democracy. If this is true, the result will be a more stable and prosperous world.
