US Election Assistance Commission Report of Investigation
Introduction
In late 2002, Congress passed the Help America Vote Act of 2002 (HAVA), which created the U.S. Election Assistance Commission (EAC) and vested it with the responsibility of setting voting system standards and providing for the testing and certification of voting systems. This mandate represented the first time the Federal government provided for the voluntary testing, certification, and decertification of voting systems nationwide. In response to this HAVA requirement, the EAC has developed the Federal Voting System Testing and Certification Program.
The EAC’s Testing and Certification Program includes several quality monitoring tools that help ensure that voting systems continue to meet the EAC’s voting system standards as the systems are manufactured, delivered, and used in Federal elections. These aspects of the program enable the EAC to independently monitor the continued compliance of fielded voting systems. One of these tools is field anomaly reporting.
Election officials may submit notices of voting system anomalies directly to the EAC. An anomaly is defined as an irregular or inconsistent action or response from the voting system, or system component, which resulted in the system or component not functioning as intended or expected. Anomaly reports may indicate a voting system is not in compliance with the Voluntary Voting System Guidelines or the procedural requirements of this EAC Testing and Certification Program.
An informal inquiry is the first step taken when information of this nature is presented to the EAC. The sole purpose of the informal inquiry is to determine whether a formal investigation is warranted. The outcome of an informal inquiry is limited to a decision on referral for investigation. A formal investigation is an official investigation by the EAC to determine whether a voting system warrants decertification. The result of a formal investigation is a Report of Investigation.
Reported Anomaly
On November 3, 2021, the EAC received a report from the Tennessee Secretary of State’s (TN SoS) office that they were planning an investigation into an anomaly observed in Williamson County, Tennessee during a municipal election held on October 26, 2021, regarding Dominion D-Suite 5.5-B ImageCast Precinct (ICP) tabulators. Close poll reports from 7 of the 18 ICP tabulators used during the election did not match the number of ballots scanned. Subsequent tabulation on the jurisdiction’s ICC central count scanner provided the correct tally. The central count tabulation was confirmed via hand count of the paper ballot records on October 27, 2021.
Discussions with the TN SoS on December 17, 2021, and January 5, 2022, following their investigation, provided additional details to the EAC. The details of the anomaly were confirmed and reproduced during the state investigation, though the root cause of the anomaly was not determined.
Formal Investigation Based upon the information obtained from the TN SoS, the EAC initiated a formal investigation into the matter to determine the necessary actions to obtain the root cause and remedy the issue. The investigation was conducted at the Williamson County Elections Commission facility on January 19 through January 22, 2022. This analysis was performed by both EAC accredited Voting System Test Laboratories (VSTL), Pro V&V and SLI Compliance. The EAC, Williamson County staff, TN SoS, and Dominion staff were present during the analysis.
Testing and Analysis
The first step of the VSTL analysis was verification of the system configuration. Hashes of all components involved were collected and compared to the repository of hashes for the EAC certified system. It was discovered that the system was installed with outdated versions of two configuration files when the system was upgraded from D-Suite 5.5 to D-Suite 5.5-B in January of 2021.
Next, a copy of the election definition used on election day was used to make Compact Flash (CF) cards for the ImageCast Precinct (ICP) scanners and ImageCast X (ICX) ballot marking devices. This election definition was imported into the D-Suite 5.5-B system from a definition originally created on the D-Suite 5.5 system.
Ballots were printed from the ICX and tabulated through the ICP scanners. Multiple ICP scanners were used for tabulation including some that originally exhibited the anomaly during the election and some that did not. Following tabulation, close poll reports and audit logs from the ICP scanners were examined. Results showed that the anomaly was recreated on each of the ICP scanners. This process was repeated several times to understand and isolate the details of exactly when the anomaly occurred and circumstances that may have led to the anomaly occurring.
Analysis of audit log information revealed entries that coincided with the manifestation of the anomaly; a security error “QR code signature mismatch” and a warning message “Ballot format or id is unrecognizable” indicating a QR code misread occurred. When these events were logged, the ballot was rejected. Subsequent resetting of the ICP scanners and additional tabulation demonstrated that each instance of the anomaly coincided with the previously mentioned audit log entries, though not every instance of those audit log entries resulted in the anomaly.
Further analysis of the anomaly behavior showed that the scanners correctly tabulated all ballots until the anomaly was triggered. Following the anomaly, ballots successfully scanned and tabulated by the ICP were not reflected in the close poll reports on the affected ICP scanners.
Additional iterations of testing were performed after updating the configuration files previously mentioned to the proper versions associated with the D-Suite 5.5-B system. The anomaly was recreated using the correct configuration files with the originally programmed election definition.
A final test was performed using an election definition recreated entirely on the D-Suite 5.5-B system with identical parameters to the definition used during the election and for prior testing. The anomaly was not observed during this test, and there were no instances of the security error “QR code signature mismatch” or warning message “Ballot format or id is unrecognizable” in the audit log.
Conclusion of Formal Investigation
The direct cause of the anomaly was inconclusive. Based on the investigation, it’s reasonable to conclude that the anomaly is related to the imported D-Suite 5.5 election definition used on the D-Suite 5.5-B system.
On February 11, 2022, Dominion submitted a Root Cause Analysis (RCA) to the EAC. The report indicates that erroneous code is present in the EAC certified D-Suite 5.5-B and D-Suite 5.5-C systems. The RCA report states that when the anomaly occurs, it’s due to a misread of the QR code. If the QR code misread affects a certain part of the QR code, the ICP scanner mistakenly interprets a bit in the code that marks the ballot as provisional. Once that misread happens, the provisional flag is not properly reset after that ballot’s voting session. The result is that every ballot scanned and tabulated by the machine after that misread is marked as provisional and thus, not included in the tabulator’s close poll report totals.
Dominion has submitted Engineering Change Orders (ECO)s for the ICP software in the D-Suite 5.5-B and D-Suite 5.5-C systems: ECO 100826 and ECO 100827. Modified ICP source code was submitted by Dominion that resets the provisional flag following each voting session. The ECO analysis included source code review to confirm the change to both systems and to ensure no other code is changed. A Trusted Build of the modified source code was performed to produce the updated ICP software. This software was then tested for accuracy by processing two thousand ballots printed by an ICX, utilizing the same election definition used in Williamson County, TN on October 26, 2021.
The analysis and testing of the ECOs has demonstrated that the anomaly was successfully fixed. No instance of the anomaly or the associated error or warning messages in the ICP audit logs were observed during the testing. The EAC has approved ECO 100826 and ECO 100827 on March 31, 2022.

Investigators in Georgia ballot harvesting probe zero in on funding, eyewitness whistleblower
First subpoenas provide roadmap to investigation, with a heavy focus on John Doe witness and nonprofit funding.

Georgia investigators have signaled their focus in a wide-ranging investigation into alleged illegal ballot trafficking during the 2020 election with subpoenas that target the possible source of funding for such an operation and any eyewitness participants.
The four subpoenas obtained Monday by Just the News through an open records request show the State Elections Board and Secretary of State Brad Raffensperger want the identity of any suspected participants in ballot harvesting, including a whistleblower identified only as John Doe who an election watchdog claims admitted to gathering ballots for cash.
The document demands were delivered late last week to the election integrity watchdog True the Vote, its founder Catherine Engelbrecht, and its researchers from a company called OPSEC Group LLC. They sought evidence that backs up the group's complaint last November alleging that as many as 242 people illegally gathered third-party ballots during the battleground state's November 2020 election and subsequent U.S. Senate races.
The subpoenas ask for "the identity and contact information of the several individuals regarding personal knowledge, methods, and organizations involved in ballot trafficking in Georgia referenced in the Complaint and any recordings, transcripts, summaries, testimony, statements, witness interviews, notes or other documents describing what those individuals said."
That request includes the identity of a whistleblower Engelbrecht's group interviewed who admitted being paid $10 for ballots he collected and "all statements John Doe made regarding his alleged participation in ballot harvesting in Georgia." The subpoena also seeks contact information for John Doe's mother and any evidence of whether True the Vote paid any of his medical bills.

Engelbrecht said Monday night she was consulting with her lawyers concerning the subpoena.
"I can confirm that Secretary Raffensperger is actively investigating allegations of ballot trafficking and voter abuse," she told Just the News. "The issues his team is tackling are both massive and complex, and investigations like this will take time."
The subpoenas, signed by acting State Elections Board Chairman Matt Mashburn, also target any information the group and its researchers have about the funding streams for the alleged ballot harvesting scheme.
They seek the identities of the "network of non-governmental organizations that worked together to facilitate a ballot trafficking scheme in Georgia" as well as any information about 10 "hubs" the group alleged coordinated the ballot trafficking.
Ballot harvesting, the act of gathering other voter's ballots, is expressly prohibited in Georgia and many other key election states. On Monday, a new complaint was filed in Green Bay, Wisc., alleging such harvesting occurred in that state's primary election earlier this month.
The escalation of the Georgia probe, which had been delayed months while the elections board changed personnel, comes as Raffensperger is locked in a tight primary election with Trump-backed challenger Jody Hice and conservative filmmaker Dinesh D'Souza is poised to release "2,000 Mules," which highlights True the Vote's evidence in a documentary about widespread ballot trafficking in swing states in the 2020 election.
Raffensperger originally disclosed the existence of the Georgia harvesting investigation in a January interview with Just the News. In 2019, he led an effort to ensure state law expressly prohibited harvesting, and he told Just the News he believes the probe could lead to criminal charges and the identity of the funding streams for the alleged operation.
Raffensperger is now pushing for a nationwide ban on ballot harvesting.
Even officials critical of Raffensperger's tenure as Georgia's election chief are supportive of the probe, saying the mass expansion of mail-in votes in 2020 that drove a nearly 1 million-vote increase in Georgia deserves more scrutiny.
"We had a 20%, 25% uptick in the total number of votes cast in this past election," U.S. Rep. Austin Scott (R-Ga.) told Just the News. "And so one of the things that came about from that is that you look at a Barack Obama, who got 85,000 absentee ballots, Hillary Clinton got about 100,000, Stacey Abrams got 135,000, and Joe Biden gets 850,000 absentee ballots. And so I think that anybody who would look at those numbers would reasonably agree that we need to know who's voting in these elections."
As for Democrats clamoring to end such inquiries, Scott said: "If they didn't cheat, they shouldn't be worried about the next election."

If he is unwelcome in the Republican Party, then that speaks volumes as to how badly damaged that party is. His only crime was rejecting Donald Trump's voter fraud claims and attempts to overturn the election. In other words, his only problem was stating the truth.
The Republicans elected in the next election won't be conservatives, they'll be MAGA warriors who live by one ruthless rule--the country belongs to MAGA and MAGA alone. MAGA chewed up and spit out Adam Kinzinger, and they'll do it to every other conservative who doesn't fall in line with the gospel of MAGA. First it will be the liberals who are on the run, but eventually MAGA will come for you, too. You should have spoken up and steered your party toward Kinzinger and people like him, but you didn't. I have already shown you how the election was stolen, but you can't see it...your blinded by something that is hard to explain. Dinesh D'Souza Is releasing his new documentary in a few days. True the vote spent $2 million on cell phone ping data and FOYA requested drop box camera footage. They tracked what they are calling ballot mules before during and after the election. These mules were making multiple trips to the ballot boxes every night, mostly after midnight. Their route included stops at Non Governmental Organizations (NGO's) that were giving them the ballots and paying them if they took a picture of the ballots at the drop boxes....some wore disposable gloves to avoid finger prints. Ballot harvesting is illegal and they have footage and cell phone data from all the swing states. If you were not blinded to the truth I could say check mate...this is it...game over...I am right again...but you won't be able to see it when it is on camera happening right in front of your face.

The election fraud evidence that you cite is MAGA propaganda, not much different from the stuff Putin puts out to convince the Russian people that his soldiers are in Ukraine for humanitarian purposes.
The election fraud propaganda you cite serves four purposes:
1. It creates a sham emergency that provides MAGA with the cover to go hog-wild with Putin-style ballot controls. MAGA warriors take over the polls and election oversight boards. MAGA legislatures grant themselves enhanced power to overturn the votes of the people. MAGA election police forces are appointed by MAGA governors. On and on. The Green Bay sweep. This system is precisely what Putin has used so effectively in Russia. Putin's domination of the ballot box is so iron-clad that nobody doubts he will win re-election in March 2024, despite his war crimes, his embarrassing battlefield blunders and mismanagement in Ukraine, and the meltdown of the Russian economy. Seriously, not a single pundit has raised the possibility that the Russian people will simply vote Putin out of office for his ineptitude and murders. To suggest that Putin would lose the 2024 election is laughable because he controls every aspect of the vote. This is the kind of control that MAGA states desire, and the stolen election lie lets them put their plot for absolute ballot control into action.
2. It feeds into the narrative that Democrats are criminal, evil, sick, demented, and sub-human. This language gives MAGA the cover it needs to inflict pain and punishment upon Democrats and never-Trump Republicans. If Democrats are criminals, then they must be made to pay a steep price. Once this idea takes hold, there is no controlling the brutal ways it can metastasize.
3. Telling the lie that the election was stolen keeps MAGA in a perpetual state of anger, which can be converted into a rage-filled political movement.
4. It spares MAGA the embarrassment of losing. MAGA is based on strength and superiority and losing is not supposed to be part of the equation. Spreading the election lie allows MAGA save face in light of an embarrassing loss.
Steve Bannon once said the way to win was to "flood the zone with ****." That is precisely the function of all these Stop The Steal postings. They are a flood of ****. They are poison.

Some reports say Donald Trump and his cohorts have raised upwards of $200 million off of specific requests for donations to help "stop the steal." It's a huge con game. Cell phone ping data/GEO tracking doesn't lie, and it's backed up by videos of the crimes. UncoverDC has written several articles to specifically address the details and implications of the bombshell True The Vote (TTV)/OPSEC investigation. We spoke at length on April 29 with the Founder of TTV, Catherine Engelbrecht and probed deeper into the timeline of events, actors involved, and the ways public officials and law enforcement have obstructed the investigation at almost every turn. This column serves to sturdy the foundation for further revelations and deep dives into the tributaries of TTV’s 2-year ongoing ballot trafficking investigation.
Subpoenas went out on April 21 in Georgia, referencing the TTV and OPSEC ballot trafficking investigation. The subpoenas requested—among other items—the identity of a whistleblower, his mother, and “any receipts, invoices, bills, or other documents evidencing any medical payments you or your contracted team of vendors made for any person you suspect participated in ballot harvesting in Georgia.” The main topic discussed in this column addresses why the request for those identities is, at once, egregious but also arguably unnecessary as a vehicle to prosecute the alleged crimes committed. Keep in mind that many were interviewed during the investigation, and TTV has purposely never made public some of the information in the referenced subpoena.
Examination of the subpoena may help contextualize the history of this investigation. However, True the Vote’s partner Gregg Phillips and his team at OPSEC have already delivered comprehensive data using geofencing technology and cell phone app data to potentially call this a multi-state RICO ballot trafficking operation—one that should almost certainly satisfy a serious state investigation without having to burn sources.
A Timeline Of The Investigation
Engelbrecht filled in the timeline of events for UncoverDC.- November 3 – Election Day 2020
- End November/Early December, questions about the election arise. Tip from individual leads TTV/OPSEC to ballot trafficker/whistleblower.
- End November/Early December 2020, OPSEC meets with whistleblower at the Bluff in Atlanta, a crime-ridden, drug-infested neighborhood. Confesses to TTV/OPSEC team he has been paid $10 per ballot to traffick ballots and is working for an NGO. TTV/OPSEC eventually corroborates the story with other data. He ends up being one of the more prolific mules.
- December 2020 – April 2021, TTV and OPSEC begin to piece together the evidence using cellphone data and geofencing technology. They do everything they can to minimize bias, including setting specific parameters, filtering for outliers, and looking for behavior patterns. The data is anonymous but accurate.
- On January 18, 2021, the process began in Fulton County to secure run-off video footage from drop boxes. Months of delay in obtaining copies of video surveillance.
- In February 2021, requests for Cobb County surveillance footage. “Only took a few weeks to receive.”
- March 2021 requests went out for Gwinnett surveillance video. Months of delay.
- March 25, 2021, the FBI is given geofencing/cellphone data.
- Late April/May 2021 TTV/OPSEC team meets with GBI. Kemp backs out of the meeting last minute. However, Kemp is made aware of the evidence. At that time, the team hands over the geofencing, cellphone data, and documentation. No video surveillance copies are presented yet because of delays from Public Records Centers.
- May 25, 2021, Perdue asks Kemp to pursue the investigation. Kemp does nothing. The meeting was originally requested in April but was rescheduled for May.
- June 2021 Requests for copies of General Election video surveillance went out. The first copies are delivered in October 2021. TTV was told that surveillance video was missing prior to October 30, 2020. Steve Rosenberg, Open Records Custodian, “They do not exist.” (Written response, July 6, 2021.)
- June 2021, TTV files to introduce data on behalf of Georgia. The law firm was stopped by RNC and the National Republican Senatorial Committee (NRSC). “Kemp knows, does nothing.”
- September 25, 2021, Trump mentions the investigation at his rally in Perry, Georgia. “Kemp knows, and he does something.”
- September 30, 2021, GBI leaks its letter dismissing the evidence to The Atlanta Journal-Constitution. Days later, according to Engelbrecht, Kemp’s Chief of Staff began to tell contractors they “will never get contracts with the state again if they continue to cooperate with TTV.” Senator Albers disparages TTV investigation.
- October 22, 2021, Attorneys for TTV respond to rebut GBI’s ommissions. GA GOP Chairman David Shafer corroborates with his own letter to the GBI.
- November 30, 2021, two complaint letters were sent from TTV to SOS Raffensperger; one letter, an in-depth accounting of important details from the investigation, and details from the whistleblower interview.
- January 5, 2022, Raffensberger says there is credible evidence and opens an investigation.
- April 21, 2022, Georgia State BOE issues four subpoenas.
The evidence found in the TTV/OPSEC investigation has been met with obstruction and sometimes active resistance. TTV and OPSEC have already sent all of the evidence to key officials in Georgia—allegedly plenty of evidence to warrant a serious look at the alleged RICO ballot trafficking crimes. The information was given to both the FBI and the GBI. Incidentally, the two bureaus colocate (COLO) and often share information.
According to Engelbrecht, in the spring of 2021, her team traveled to Georgia to meet with the GBI and the Governor’s office to present the information. Kemp was supposed to be there, but he “ghosted the meeting.” The first official response from the Georgia Bureau of Investigation was a letter to TTV on September 30th, which was leaked to the press. The letter coincidentally came just after former President Trump’s mention of the investigation at a September 25th rally.
The GBI’s letter dismissed the breadth and depth of the evidence provided, stating that “the data does not rise to the level of probable cause that a crime has been committed.” The same letter also noted that the GBI was not provided “with any other kind of evidence that ties these cellphones to ballot harvesting.” False. Per TTV’s attorneys—and then confirmed by a letter to Director Reynolds of the GBI from the GA GOP chairman, David Shafer—the GBI managed to “omit” from its response corroborating information that may prove ballot trafficking occurred.
Also notable is the linked November 17th letter found on VoterGa.org from Kemp to the State Election Board members. The letter essentially stated he had only received one referral and “provided all the requested information,” indicating issues in the 2020 election. Not only had TTV/OPSEC met with his office in the spring to deliver their data, but Kemp could also have easily engaged the GBI or requested video surveillance from any number of dropbox locations had he been interested in the state of the 2020 election.

November 30 Complaint: Why Identities Should Not Matter
The business of interviewing whistleblowers in cases involving crimes like these can be dangerous business. Whistleblowers can be used as political cudgels to discredit investigations. Whistleblowers often take significant risks, including threats of violence and/or death due to their testimony. Moreover, one or two whistleblowers do not make an investigation. Serious criminal investigations gather abundant data and corroborating evidence from sources and document trails, among other data points. Notably, according to Engelbrecht, none of the details about John Doe have been made public. Yet, the State Election Board took it upon themselves to “publish sensitive information in the subpoena” in opposition to requests from TTV and OPSEC.
Engelbrecht remarked during our discussion:
“Why would the SOS take a clearly sensitive situation and publicize it in this way? After True the Vote and OpSec have clearly stated they would not betray the confidence of any informant. This is a game to them. The Georgia SOS is endangering people’s lives by putting out the subpoenas like they did.”
The True the Vote/OPSEC investigation is a rigorous, ongoing, two-year investigation involving “pinpoint” cellphone geolocation data showing “trackable, provable data trails.” This data shows incontrovertible evidence of “repeated abuses of process that diminish the sanctity of all votes,” said Engelbrecht during testimony on March 24 in front of the Wisconsin State Legislature. She and Phillips were there to help lawmakers craft laws that would protect elections and voters.
The complaint letter sent on November 30th to SOS Raffensperger provides a fulsome summary of the whistleblower’s accounting of his experiences as a paid ballot trafficker/ mule. The letter also describes many of OPSEC’s findings. The letter states TTVs:- Initial review of the available 3 million minutes of surveillance video, we found compelling evidence to support the reports of absentee ballot trafficking conducted during the November 3, 2020, General Election and January 5, 2021, Runoff Election periods.
- True the Vote purchased commercially available, anonymized, geospatial mobile device information. This cell phone data establishes what devices were at a particular location at a particular time but does not disclose any private information about a person’s identity.
- During the Runoff Election period, in six counties in and around Atlanta, 552,987 cell phones came within a narrowly defined distance of ballot drop boxes during our study period. However, 242 unique devices made repeat trips to dropboxes averaging 23 trips each. These same 242 devices also went repeatedly, averaging eight trips each, to specific NGOs. These 242 individual devices went to dropboxes a total of 5,668 times, with approximately 40% of the visits occurring between the unusual hours of 12:00 a.m. and 5:00 a.m.
- Individuals made repeat visits to dropboxes.
- Cars were observed with out-of-state license plates, including rental vehicles. This in itself is not necessarily problematic; however, it is notable because these out-of-state and rental cars were driven by individuals who were also in our targeted study group of 242 devices.
- Consistent with John Doe’s report regarding the proof necessary to receive payment, individuals were observed taking cell phone photos, not of themselves, but of their ballot deposits or of the dropbox after the ballots had been deposited.
- [A] change in behavior seemed to occur on or around December 23, 2020, the day after Arizona authorities announced that fingerprints on absentee ballot envelopes helped uncover an illegal ballot harvesting scheme in that state. After that announcement, individuals depositing ballots into dropboxes in Georgia are seen wearing blue surgical gloves. They often put them on just before picking up their stack of ballots and remove them as they exit the dropbox area.
- The 242 mobile devices which repeatedly visited dropboxes also visited locations associated with a select group of NGOs. Not only did these devices make repeat visits, but a significant number of these visits, approximately 40%, were made during extremely unusual hours in the middle of the night. Additionally, surveillance footage shows numerous instances in which individuals deposited multiple ballots at a time—a practice that is prohibited under Georgia law except under very limited circumstances.
Notably, the letter also offers to “provide all publicly or commercially available information including the geospatial data and surveillance video to assist with any efforts undertaken by your office of the investigation in Georgia.” TTV has provided that information and more to all the relevant authorities in Georgia. “John Doe” confessed, among other things:- A network of non-governmental organizations (“NGO”s) that worked together to facilitate a ballot trafficking scheme in Georgia. He claimed to have been one of many individuals paid to collect and deliver absentee ballots during the early voting periods of the November 2020 General Election and the January 2021 Runoff Election.
- He does not seem to understand the unlawful nature of his conduct nor that it might constitute organized criminal activity. Instead, he saw it as a “job and thought it was appropriate to be paid for services rendered.”
- The assignment included collecting ballots, both from voters in targeted neighborhoods and from NGOs that had their own ballot collection processes, delivering those ballots to other NGOs, picking up designated ballot bundles from the same group of NGOs, and depositing ballots into drop boxes spanning six counties in the metro Atlanta area. Each dropbox delivery would typically include between 5 to 20 ballots. John Doe described a payment validation process that involved taking cell phone pictures of the dropbox where ballots were deposited. Participants were compensated, typically at a rate of $10 per ballot. John Doe was paid directly by one of these NGOs.
The letter clearly states TTV’s reasons for its hesitance to reveal the whistleblower’s identity. The complaint says, in footnote 1, that TTV does “not have the resources of the State, and [is] unable to provide any safety guarantees to those individuals willing to provide information other than to keep our word that their identity will not be disclosed.” Footnote 1 below makes it clear to Raffensperger why TTV has prioritized the safety of their whistleblower:

Engelbrecht explained she will resist burning sources because there is ample data to potentially prove the “potentially improper election efforts which took place during the General Election of November 2020 and Runoff Election of January 2021.”
Regarding the whistleblower’s statements, Engelbrecht says that “it wasn’t like it was particularly revelatory based upon what we already knew was going on in other places. But it gave us some data points to go on. So, knowing where Gregg was headed with the geospatial stuff and the geofencing, we looked to see whether it checked out. If it does, it does. If it doesn’t, it doesn’t. The individual could have been lying about everything. Well, turns out the individual wasn’t. Turns out this individual was one of the most prolific mules. We eventually collected enough data to prove this without the witness. Turns out we have the individual on video all over the place and his cellphone records, and that is what is so maddening about this.”
Kemp’s office and the State Board of Elections do not need the whistleblower’s name or any other individual to prove the veracity of the TTV/OPSEC data.
Raffensperger Gives Investigation the Green Light
Finally, on January 5, 2022, SOS Raffensperger agreed to investigate TTV’s evidence. Time will reveal how committed law enforcement and the state are to taking the evidence seriously. These crimes were allegedly committed in the five states investigated by the TTV/OPSEC team, and the evidence provided could help ensure trafficking operations do not continue. The TTV investigation suggests that seven percent of the mail-in ballots were trafficked in the 2020 election.
More To Come
The focus of this column has been the trafficking of ballots in Georgia. However, as previously mentioned, the TTV/OPSEC ballot trafficking investigation was not limited to Georgia. Multiple investigations were conducted using cellphone data paired with geofencing technology in five states (Pennsylvania, Wisconsin, Arizona, Michigan, and Georgia) and multiple jurisdictions within each state. The evidence collected is not only stunning, but it is also about as close to incontrovertible proof of election fraud as one can collect. Dinesh D’Souza’s movie 2000 Mules, telling the story of this investigation, will be released this first week of May.
When asked whom she trusts with the information she has, Engelbrecht said, “I trust only the American people.” Engelbrecht hopes this investigation, when fully public, will spur a call to action.

Before we discuss New Mexico, it is imperative that we understand what was just discovered in Tennessee!
ICYMI: our good friend and fellow patriot Brian Lupo (AKA Cannabis Conservative) broke an incredibly explosive story regarding “erroneous code” found on the Dominion Voting Systems used in Williamson County Tennessee.

SUMMARY
During the Williamson municipal election conducted on October 26th, 2021, a MAJOR anomaly was discovered. They noticed that after they closed the polls, 7 out of 18 tabulators did not match the number of ballots that were ACTUALLY scanned. This anomaly prompted an investigation into the matter, and the results were submitted to the EAC. Upon receiving this report, the EAC brought in its own testing laboratories “Pro V&V and SLI Compliance” to investigate further.
These test laboratories recreated and confirmed their initial findings, that while the election ran as normal for some time, eventually a ballot was fed through the machine that caused an error message. The error message read: “Ballot format or id is unrecognizable”, indicating that the ballot code was not able to be read properly. Once the misread happened, the ballot was marked as “provisional”, and every ballot that followed was marked provisional as well. These provisional ballots were NOT included in the tabulator’s “close poll totals”, hence why the numbers did not match.

Brian writes on Telegram;
“What can you do with provisional ballots set off to the side? You can mass adjudicate them anytime down the road however you want and then tabulate them to the count using the RTR process outlined in the Dominion user manuals.”
As Brian accurately points out, Dominion’s user manual shows how this can be exploited to mass change votes.
Now according to the test laboratories and the EAC, this “anomaly” was related to “the imported D-Suite 5.5 election definition used on the D-Suite 5.5-B system.” In other words, a ton of ballots were marked as provisional, and mass adjudicated because the machines had an outdated software configuration, which caused them to misread the ballots.
They chalked this up to a simple mistake, but if this was merely an accident, why wasn’t this caught during the Logic and Accuracy testing PRIOR to the election? Isn’t that what these so called “testing laboratories” are supposed to do? Aren’t Pro V&V and SLI Compliance hired SPECIFICALLY to make sure that the machines are running the proper software before an election?!?! And they just so happened to miss something of this significance?
In my opinion, this proves that either:- A) Logic and Accuracy testing is a JOKE.
- B) This was done intentionally to allow for manipulation
- C) All of the above
Not to mention, I feel that something so severe SHOULD have resulted in a total STOP of the election until this issue was resolved. However, as you can clearly see, the Dominion machines allowed for the election to continue, and for the “anomaly” to go undetected.
Now, the good news is, Pro V&V and SLI Compliance came in and did a “trusted build” to properly configure the machines, and make sure that this doesn’t happen again. Still, the question remains. How many other states and counties had this very same “erroneous”, or outdated code on their machines? Reason would tell me that MANY counties had this very same problem, but missed it because they didn’t audit their machines.
If I had to guess, I’d say the likelihood that this happened elsewhere is about 100%.

Now That Brings Us to New Mexico!
New Mexico is currently conducting an audit of the 2020 election. Several auditors, along with independent researchers like Dan Sundin are working diligently to find anomalies in the Dominion Machines. These auditors have been met with great resistance from the corrupt SOS and have had difficulty obtaining all the necessary data.
(It should be noted that 31 of 47 precincts in Otero County were completely missing ALL of their Election Day results).
Despite this obstruction, and failure by the SOS to comply with US code, Dan Sundin and a team of researchers were able to obtain a significant portion of data using a recovery tool. Dan claims that hundreds of issues have already been found, (including the one that I am about to show you).
Remember what we recently learned from Tennessee; that outdated software configurations can cause a misreading of ballots, and creates opportunities for FRAUD!
The following screenshot shows an error message that occurred on the Chaves County tabulators prior to the November 3rd, 2020, election… The error reads “Wrong MBS version: “5.2.17” expecting “5.2.4”

So, the machine was running on version 5.2.17, but was WRONGLY configured for version 5.2.4… WOW! So here we have yet ANOTHER “software mismatch”!
Unlike Tennessee, the damage caused by this “erroneous code” is largely unknown. However, what we DO know is that the system reported a software mismatch, (similar to what caused the anomaly in Tennessee), and yet, the election continued. Thus, proving that Tennessee was not an isolated incident.
…I think it’s safe to say that we should ban the machines, don’t you?
But it gets worse!
Dan decided to look on the EAC website to determine which software version the EAC claimed to have certified.
(Remember that the machines were running on Version 5.2.x. during the election but configured for 5.2.4)
Check this out! NEITHER version appears ANYWHERE on their website under New Mexico!

Did you see Version 5.2.x. anywhere? How about 5.2.4? …I didn’t either!
So, what does this mean?! Put simply, these machines were configured to an un-certified software version, ran on a DIFFERENT un-certified software version, and despite the fact that the machines gave an error during the election, the election continued anyway! WHAT A COMPLETE JOKE!
The SOS should resign, these machines should be banned, the EAC, and the test laboratories are completely unreliable!
