    Researcher Featured in ‘2000 Mules’ Documentary Explains How Local Election Fraud Was Grown to National Scale

    Voter fraud has traditionally been a local affair in the United States, where elections are conducted by more than 3,000 counties in a decentralized system that makes mass ballot manipulation nearly impossible.

    And it very much remains so, maintains Gregg Phillips. His investigation into Georgia voter fraud during the state’s 2021 U.S. Senate election runoff is featured in Dinesh D’Souza’s “2000 Mules” documentary, to be released this week.


    While manning True the Vote’s voter fraud hotline during the 2020 election, Phillips said he observed local election fraud “grown to scale” as part of a ballot-harvesting scheme orchestrated by national organizations.

    Across the country, “there are a thousand local insurgencies doing their own things” in defiance of state election laws, he said.

    But what has happened over the past few decades, and became evident during the 2020 election, is “new money and old money, old-fashioned foundations” can “leverage fraud already in place at a local level,” Phillips said. “This is how this thing grows to scale” and can influence state and national election results.

    Phillips, a former director of the Mississippi Department of Human Services and a former deputy commissioner for the Texas Health & Human Services Commission, is the managing partner and majority owner of OPSEC Group LLC, based in Birmingham, Alabama.

    His company conducts voting roll and election results investigations and analysis for True the Vote (TTV), a nonprofit based in Houston founded by Catherine Engelbrecht in 2010.

    For more than a decade, TTV has been training poll watchers, educating voters in election law, and lobbying to enact many of the reforms adopted post-2020.

    Engelbrecht’s TTV and Phillips’s OPSEC conducted the investigation presented in the documentary by D’Souza, which is set to open in 300 theaters on May 2 and May 4.

    The genesis of the investigation, which he and Englebrecht say proves large-scale, illegal vote trafficking occurred in the 2020 election, was digging into reports after manning TTV’s tip line, Phillips said.

    “We started to see these anomalies, these densities,” in “precinct after precinct” in places like Milwaukee, Detroit, Atlanta, and Arizona’s Maricopa County, where voter turnout was extraordinarily high and virtually all ballots were cast for the same candidates, he said.

    “Mistakes happen, but when you have 100 percent of [registered voters] voting and all for the same candidates,” there is something fishy afoot, Phillips said.

    He said that people calling the tip lines from across the country reported oddities around ballot drop boxes. A common theme was seeing the same people dropping off ballots.

    “There was a lot of speculation about things related to drop boxes, a lot of video around these drop boxes,” Phillips said, but it was difficult to use in trying to prove fraud.

    Then he had an idea: Geospatial analysis gleaned from cellphone data.

    He said that each cellphone emits a unique, identifiable signal, or “ping,” he said, all of which are “collected and amalgamated by brokers and sold.”

    By collecting cellphone data, “you not only know where, but when” a phone is at different places, Phillips said. “Presuming you know the person who owns that phone, you can learn, where does he sleep? Where does he work?”

    He was eager to see what analyzing cellphone “pings” around drop boxes would engender. The phone numbers can be tracked and investigators “can go back and bust out a pattern of locations before, during and after” the phone was at the dropbox, he said.

    They then “refined a hypothesis that [could be tested] in Georgia” during the January 2021 runoff election for both of the state’s U.S. Senate seats.

    The operation would require the purchase of a petabyte of pings. A petabyte equals 1,000 terabytes, which Phillips said is “a big, big, big thing.”

    “[Engelbrecht] and her team were working on filing freedom of information requests, and she didn’t really buy into a lot of the stuff that was out there,” he said. “But she supported us, backed us all the way, when we needed more data, she went out and raised more money.”

    The data were “super expensive”—millions of dollars, Phillips said. “We may be the only group left standing when this is all said and done that went out and bought 10 trillion” pings.

    Once they had the data, the question was, who made 25 or more visits to a dropbox?

    “What that left us with was 242 individuals who met that threshold,” Phillips said.

    TTV also collected “4 to 5 million minutes” of video that also show the cellphone owners making ballot drops, he said. Those who did so 25 or more times were labeled “mules.”

    The data confirmed conclusively that industrial-scale ballot harvesting was routine in Georgia, especially in the Atlanta area. Phillips said Englebrecht demanded it be checked and rechecked.


    “She says over and over again, ‘Gregg, no matter what, you can’t be wrong,’” he said. “We had to put it through these quality control checks, create algorithms to pick up anomalies and kick them out. We did not want to include false positives, exclude people who should be included, and include people who should be excluded.”

    “We don’t want to get ahead of ourselves,” Englebrecht said. “It takes time” to develop these analyses.

    When the findings were presented to state officials in early 2021, they didn’t get the expected response. In September 2021, Georgia Bureau of Investigation Director Vic Reynolds said that since TTV would not reveal sources cited in its analysis, there was no probable cause to investigate.

    “They got mad at us and sent us a letter saying no probable cause to investigate—you don’t need probable cause to investigate,” Phillips said.

    “I think the greatest challenge we faced was we really believed we could get our work to a point to where it was clear there is a problem, that using our data” collected by the same technology “routinely used by law enforcement would be impetus enough for key officials to say, ‘This is something we should look into,’” Englebrecht said.

    On April 25, Georgia Secretary of State Brad Raffensperger announced the state would investigate TTV’s claims and subpoenaed Englebrecht and Phillips.

    One reason for Georgia’s revived interest in TTV’s 2021 investigation—and sources—was that similar subsequent geospatial investigations by Phillips had gained traction with officials in Arizona, Wisconsin, and Pennsylvania.

    Phillips said they found ballot harvesting to be a local cottage industry everywhere they looked.

    County by county, “the grifts are different, the collectors and the collection methods are different,” he said. “You think, how could this possibly be so coordinated? It doesn’t seem plausible that thousands of people could have been brought in to do all this stuff.”

    This makes combatting fraud at the polls a “thousand-front war, a whole bunch of mini-insurgencies” that provide the infrastructure for national groups to scale up.

    Phillips said he can’t name names right now. “We are being advised right now (not to make specific allegations) until we get further down the road,” he said.

    But he said the groups capitalizing on local election fraud networks tend to be state chapters of national advocacy groups and foundations with grant programs that have significant influence in communities.

    “I went to Dinesh and said there’s enough material here for a movie, and I’m not sure anyone else will tell the story,” Englebrecht said. “It’s very difficult in today’s environment to find people like Dinesh willing to step up to the line and say, ‘Let’s take a look at it.’”

    “We both ended up being a lot more involved in this movie than we thought we would be,” Phillips said. “The next thing we know, we are front and center.”

    But stay tuned, both say more is coming.

    “We have two investigations that are more explosive and likely more impactful than this entire ‘mules’ thing,” Phillips said.

    “There is something we haven’t spoken of publicly because we thought it was going to go in a certain direction, and now that agency is flipping the script, so we are trying to batten down the hatches,” Englebrecht said. “When it comes to this stuff, you cannot be wrong.”

        I watched the Georgia gubernatorial debate. All 4 of the challengers hammered Governor Kemp for his participation in the theft of 2020. If a Republican wants to get the nomination they will have to address 2020 election fraud. I am not going to look up a poll, but something like 80% of the Republican voters believe fraud influenced the outcome of the 2020 election. About 60% of all voters believe 2020 was a scam...that includes about 30% of Democrat voters. That means statistically, one of you three don't believe what you are saying.

          Startling 2020 Election Forensic Investigation Findings Released

          Regardless of whether reading websites, government reports or official government press releases, one myth has been the long running approved party line, “there is no such thing as election fraud.” However, the public at large feels (knows) different and even if journalists go out on a limb with a smidgen of truth, the most they acknowledged is “voter fraud” is exceedingly rare. The problem is forensic investigators and scientists recently leapfrogged “voter fraud” (when an individual voter commits a voting crime) and have possibly proved up “election fraud” (where parties, executives, managers, operators, and bureaucrats work together to engage in election crimes).

          Private lines and email sever in Washington, D.C. are a buzz with questions asking, “What the hell is this?” The alarm was so piercing the fact checkers at Thomas Reuters were scrambling to confirm the findings of the forensic part of the Arizona Senate 2020 general election audit.

          Controversy From The Onset

          One year ago, (April 17, 2021) the Arizona Senate approved a forensic audit, including the physical paper ballots, of the 2.1 million votes cast in Maricopa County, Arizona during the 2020 Presidential election. In September of 2021, the Senate released some partial the findings of the “broad and detailed” audit, which not only evaluated the paper ballots but evaluate the voting machines, forensically scan the ballots for deep forensic analysis, looked for IT breaches, and performed a manual hand count. Mainstream media only focused on a finding which showed there were a few hundred more vote for Joe Biden as President discovered during the audit, but they stayed away from very troubling digital investigation findings.

          Reports in April of 2021 detailed the controversy of this historic audit from the beginning. “The Maricopa BOS has refused to allow us to perform the audit at their facilities,” said Karen Fann, President of the Arizona Senate, “and has gone as far as to refusing to even answer simple questions such as ‘how are the ballots sequestered?’ “It’s taken the Senate two and a half months to win in court to uphold our right to issue subpoenas for election materials and another 6 weeks of researching to select the audit team to perform the full forensic audit.” The Arizona Senate told The Epoch Times their intention was “never about overturning the election, it was about the integrity of the Arizona election system.”

          The problem now, one year later, the actual findings of the forensic kinematic artifact detection (a separate but sub-part of the overall audit process) are being released and seems jaws are dropping, and heads are popping. As a direct result of the deep forensic kinematic artifact detection part of the audit, the 2020 election has been cast in a whole new light and the light is not very flattering.

          2000 Mules Is Stomping The “There is no such thing as election fraud” Myth

          The video platform Rumble announced that popular content creator Dinesh D’Souza will release his movie, 2000 Mules, through the Locals subscription-based platform. D’Souza, who has more than 1.5 million followers on Rumble, has previously produced several films, including 2016: Obama’s America and Death of a Nation, and authored multiple books, including What’s So Great About America and The End of Racism. “Supporting creative independence is core to our values. Together with Rumble we are excited to offer creators a new way to distribute and sell movies directly to their audience” said Assaf Lev, Locals President. “Locals allows me to reach a broad audience with this important movie,” D’Souza said. “I know that I will be able to say what I believe without worrying about being canceled or censored.”

          What Mules’ Doesn’t Stop Forensic Technology Deals The Final Fatal Blow

          Politicos and system mules screamed when tech pioneer and innovator Jovan Hutton Pulitzer was tapped to perform his full forensic – kinematic artifact detection study on the physical ballots and digital findings of the audit in Maricopa. Seems no one, especially political hacks or liberal activists wanted Pulitzer anywhere near the physical ballots and every tactic was tried to keep Pulitzer out of the process.

          One year later is has become noticeably clear what the system was afraid of “technology can reveal what really happened in the 2020 general election in Maricopa County, Arizona” was the statement Pulitzer always stood by when defending his work. 2.1 million images were forensically processed in excess of 46,200,000 times generating a first of its kind historic operational blueprint of what really happened in the 2020 election in Maricopa.

          Pulitzer’s team reported the following of the slim lead Joe Biden won the 2020 election in Maricopa County Arizona (10, 416 votes) and it seems this is only the tip of the iceberg of the full forensic findings:
          • 406,972 predetermined outcome ballots inserted
          • 38.75% of all Biden Mail-In Ballots are predetermined (not valid)
          • 33.85% of all Trump Election Day Votes were predetermined (not valid)
          • 91.62% of all the predetermined inserted ballots were cast as Biden votes
          • The real turn out % (after dropping the predetermined votes) is 59.175% Trump and 40.825% Biden.

          To prove up these results Pulitzer’s team used a team of international math experts and PhD’s to evaluate and confirm the findings. The electronic data shows over 500,000 testing runs proving up the findings. This may be the first time “widespread” election fraud (both voter and election fraud) may have been documented.

          Other findings include:

          In excess of 7,800 active but dead (physically dead) voters discovered in the Maricopa County voter rolls. Deep digging into these records found in excess of 60% of these “active but dead voter” actually voted in the 2020 election. Even more stunning is over 60% of these dead and still voting Maricopa residents (with their roots planted a firm 6 feet deep into the earth) are on the PEVL or Permanente Early Voters List and they are automatically sent mail-in ballots to vote in each election without question.

          99.39% – Almost Perfection

          Anything almost 100% (in this case 99.39%) has to be perfect right? Not in this case. The Kinematic Artifact study revealed 99.36% of all the batched of ballot tallied in Maricopa County were changed by either man or machine after the voter cast their ballot. Pulitzer said when interviewed, “Yes, we do find alarming things in our forensic work, but one key element is we are able to help focus the efforts of the Attorney General on the who, what, when where and how – they should look at both the information and specific individuals involved.

          One glaring anomaly is 209, almost consecutive batches of ballots, which gave Joe Biden 80% or greater of all the votes cast. “When you look at the physical data as told by the ballots themselves, you would have to believe in many precincts that 40% to 50% plus percent of the Republican voters actually walked away from their Republican values and beliefs and voted for Joe Biden” Pulitzer continues, “We are able to detect these things since we are the only system that looks at each vote cast, on a precinct by precinct level and many ways this is the only way to identify the fraud and maladministration which has not been able to be detected possibly for decades.”

          It is easy to see how these findings have the election and politico community up in flames and might very well deal the final death blow to the myth “there is no such thing as election fraud” by finally providing a new forensic system to prove once and for all “election fraud is not a myth, but a provable reality”.

                  Former President Donald Trump’s influence continues to stretch far and wide. Republican leaders aren’t underestimating the power of his support.

                  Trump-backed candidates often do well in elections, as evidenced by previous results. It shows just how much pull the former POTUS still has.

                  And this year, he’s a perfect 55-0.

                  This is in regards to the candidates he selected in two important states: Ohio and Indiana. Trump has now enjoyed a complete sweep in both states.

                  After the results came in from the critical primary elections, it turned out that all 22 candidates Trump selected had earned victories.

                  It shows just how much of an advantage it is to have Trump in your corner. Since he left the White House, many GOP hopefuls have sought Donald’s backing.

                  His endorsed candidates are a combined 55-0 in 2022 primaries, a continuation of the historic endorsement streak of success that started during his time at The White House.

                  Candidate J.D. Vance got the win in the crowded Ohio Senate primary, and others also scored huge wins, perhaps partially due to Trump’s endorsement.

                  Trump spokesman Taylor Budowich said that Vance “put in tremendous work and has immense political talent,” and that earned him the support of the 45th President.

                  Budowich added:
                  The power of President Trump’s endorsement is undeniable, his dominance over the Republican powerbrokers in D.C. cannot be overstated, and the promise of this MAGA Movement will not just define the Midterms, but it will win for years to come.

                  Another Trump-endorsed candidate, Max Miller, won the GOP nomination for the 7th Congressional District.

                  It’s doubly sweet for Republicans and Trump fans, because he defeated Rep. Anthony Gonzalez. Gonzalez was one of ten GOP members to voted to impeach Trump.

                  He then refused to resign after the fiasco — but now he’s leaving because Miller has been voted in.

                  Some Republicans worry that a Trump endorsement might actually hurt their chances, and a few have even said specifically they don’t want Donald’s “ok.”

                  However, the statistics so far are clear: if Trump backs you, you mathematically have a much better chance of winning.

                      True the Vote (TTV) has allegedly found significant issues in Gwinnett County related to alleged ballot trafficking. “Unusually high ballot surges” were noted on Columbus Day weekend 2020. In video surveillance secured by TTV, ballot traffickers or mules were shown “casting multiple ballots” at various locations in the county, and there was an “inaccurate recording of ballot counts.” There was also an “unexplained ballot bag exchange.”

                      Video surveillance and a March 10, 2022 complaint that TTV sent to Secretary of State Brad Raffensperger “in response to ballot trafficking in Georgia and other states across the country,” was sent to UncoverDC on April 29, 2022. The video and letter will be publicly released at a later date, according to founder Catherine Engelbrecht. The amended complaint letter notes “a number of unusually high ballot surges” from ballot chain of custody records from the Gwinnett Voter Registration & Election location. The letter also gives a sample accounting of “individuals casting multiple ballots” with timestamps. True the Vote has copies of video surveillance from the location showing people depositing multiple ballots in the dropbox location in broad daylight while, in some cases, a poll worker and others stood nearby.

                      Beginning on July 6, 2021, TTV requested “video recordings created by security cameras used to surveil all ballot dropboxes in Gwinnett County for the November 2020 Election under the Georgia Open Records Law OCGA §50-18-70.” The period requested was “for the absentee ballot voting period for the November 2020 General Election beginning when the boxes were opened in October through the election until dropbox security footage stopped recording.” TTV also asked that the location and date of the recording be notated.

                      The Gwinnett County Public Records center replied on July 8, stating that the video would be ready by July 16, 2021, but then provided some of the footage on July 20, with a payment of $1,278.03 from TTV. However, once the hard drives were picked up, A November 3, 2021 letter to the Secretary of State from TTV states that surveillance videos “in five of the most active locations” are still missing. TTV had inquired about the missing footage on July 20 with no reply from the Public Records Office. The missing locations, according to the November 3rd letter, were:
                      • Bogan Park Community Recreation Center
                      • Dacula Park Activity Building
                      • Gwinnett City Board of Elections Building
                      • George Pierce Park
                      • Peachtree Corners Library

                      Notably, per the request, State Election Board Rule 183-1-14-0.6-.14, Sec 5 states:

                      “Videorecordings of the dropbox locations must be retained by the county registrars for 30 days after the final certification of the election or until the conclusion of any contest involving an election on the ballot in the county jurisdiction, whichever is later and shall be made available to Secretary of State investigators upon request.”

                      Additionally, records must be preserved for a period of twenty-two months from the date of a general, special, or primary election.
                      Rules for Preservation of ElectionsBallot Counts Were Inaccurate and Significantly Higher Than Usual


                      Subsequently, according to the March 10, 2022 letter, the missing surveillance video was located by the County. The findings are as follows:
                      • “Unusually high ballot surges occurred, [peaking] on Columbus Day weekend 2020, specifically from Sunday, October 11 until the morning of October 12.”
                      • According to the chain of custody records, there was an inaccurate recording of ballot counts.
                      • On Monday, Oct. 12, at 8:35 a.m., 1,962 ballots were collected, “a count significantly higher than any other day in the election cycle.”

                      In addition, True the Vote’s initial review of publicly available geospatial data showed “comparatively few cell phone devices were proximate to the dropbox during the period of time in which 1,962 ballots were deposited. Upon review of the video, only 270 individuals cast ballots during the time period in question, specifically 7:34 A.M. 10/11/2020 to 7:28 A.M. 10/12/2020 (note: the video reveals an interim ballot pick up Sunday, October 11th at 12:41 P.M. with no chain of custody)”

                      Pictured below is a screenshot from the complaint. It is a “sample of individuals casting multiple ballots” with timestamps. Approximately 101 individuals appear to be casting between “two and five ballots, as visible without magnification” in the surveillance footage:

                      The complaint proceeds to make a number of assertions about the alleged ballot trafficking operation in Gwinnett County. TTV’s open records request revealed that the individuals casting the ballots were not “authorized assistors who had signed ballot envelopes confirming by oath they were legally authorized to assist in the casting ballots other than their own.” TTV also identified the crossover of “two individuals” from the General Election period “who cast multiple ballots at the Gwinnett Voter Registration & Election location on this day in question.”
                      Unexplained Ballot Bag Exchange


                      Finally, according to TTV, there was an unexplained ballot bag exchange:

                      “Timestamp shown at 7:28 A.M. on October 12th, 2020, we see two ballot collectors approach the dropbox and remove ballots. The bulk of the items removed seems to be consistent with the approximately 402 ballots we observed being deposited into the dropbox throughout the period. Then a third person appears. This person takes the bags of ballots from the collectors, gives them a different bag, and then leaves the scene. A third person was not listed on the chain of custody documents, and it is unclear who this person is or why they took this bag.”
                      Georgia GOP Slams Raffensperger Over Irregularities in 2020 Election


                      Just as TTV was beginning in early December 2020 to question the election, so was the Georgia Republican Party. The United Tea Party of Georgia obtained a recording of an early December zoom call through “a Freedom of Information Act request.” During the hour and seven-minute call, the members of the state’s GOP confronted Georgia’s Secretary of State about multiple concerning irregularities in the General Election. One of the counties highlighted with issues was Gwinnett. According to the United Tea Party’s statement, “multiple members of the Republican executive board asking hard questions directly of the SOS (answered mainly by his attorney) that normal voters just couldn’t ask.”

                      All state GOP members were adamant that there was a “crisis of confidence” from Georgia voters and brought up “example after example of election irregularities and evidence of fraudulent ballots cast, pleading with Secretary Raffensperger to immediately investigate.” A press release referencing the zoom meeting from the Bartow County Republican Party is below. The zoom call and the letter indicate that the GOP was painfully aware of significant issues with the Georgia General Election as it prepared for the January 2021 Senatorial Run-off.

                      Gwinnett County was identified as a county that seemingly ignored public notice rules concerning counting procedures, allegedly ignored election procedures, and signature verification procedures. There were 120,000 signature verification signatures of the absentee ballots needing review in Gwinnett County alone. It is not clear they reviewed them pursuant to the Official Election Bulletin (OEB) requests sent by the Secretary of State. During the call, BJ Van Gundy said he believed that the proper signature verification procedures “were definitely ignored” given how they handled other election rules and procedures.

                        I could make an argument that an endorsement doesn't necessarily make or break a candidate, but 55 endorsements, 55 wins and 0 losses so far...that makes a statement about the person making the endorsements. If Trump is not a prophet, he is extremely popular and influential with the Republican voters. Notice that I said Republican voters, not Republican politicians. The Republican politicians don't like him at all.

                        • There are plenty of Republican voters (I know many) who despise him as well, and most of the independents like me loathe him. He's to divisive, if he runs I'm confident there will be many votes for "anybody other than this idiot" and all but guarantee 4 more years of a liberal President whoever the candidate is.

                              The virtual premiere for the movie ‘2000 Mules’ was held last night live from Las Vegas.

                              In the film, Dinesh D’Souza and True the Vote provide answers and evidence on the stolen 2020 Election. The explosive documentary was released on Tuesday at select theaters across the nation.

                              According to the evidence discussed in the movie, if you factor in just the Mule ballot traffickers: Trump won with 305 electoral votes. That does not even count all the other fraud that occurred during the election like the mysterious ballot drops at 3 in the morning or the questionable machines.

                              In April, TPUSA founder Charlie Kirk went on with Joe Hoft on 93.3 FM to discuss the movie. Kirk, who is featured in the film, said this about the evidence collected for the film, “They saw that some of these mules would visit these drop boxes every night. And then go to Stacey Abrams’ headquarters and then go back to the drop boxes.

                              The movie discusses the Democrat-linked stash houses but does not mention any names or locations.

                              Last night Catherine Engelbrecht and Gregg Phillips announced they will be releasing ALL of the addresses of the ballot stash houses.

                              Stecey Abrams may want to find a good lawyer.
