NEW: Long Withheld Records Reveal More than 20,000 Mail Ballots Received After the Legal Deadline in Maricopa County

A new Maricopa County 2020 election report from Verity Vote used public records requests to discover that more than 20,000 ballots were illegally counted.

Arizona’s 2020 Presidential Election was decided by less than 10,500 votes.


After numerous records requests and months of waiting for responses, Verity Vote found that Maricopa County received and counted tens of thousands of ballots after the election day deadline.

This finding was not mentioned in the Arizona Attorney General’s interim report on election fraud.



The Gateway Pundit previously reported that Attorney General Mark Brnovich released a report on the evidence of voter fraud in Maricopa County, yet he still has done nothing about it. The Attorney General also reported document production troubles and the County’s repeated failure to comply with requests.



A previous report by Verity Vote discovered that Maricopa County failed to record the number of ballots on 1,514 out of 1,895 unique chain of custody documents and failed to record signatures on 48 of these documents. This resulted in 740,000 ballots missing proper chain of custody documentation. The Arizona Attorney General’s report undercalculated this number of ballots by over 500,000.

Arizona Law requires that all ballots be received by the county no later than 7pm on Election Day in order for them to be counted and valid1. However, review of Maricopa County 2020 General Election records shows that more than 20,000 ballots were transported from the United States Postal Service (USPS) after that deadline.

Verity Vote obtained delivery receipts from the county that show USPS ballots were re ceived on November 4, 5 and 6. Any ballots not rejected are accepted by default and tabulated into the election results. Arizona law is clear that it is not an issue of the ballot postmark but the receipt of the ballot by the county prior to 7pm on Election Day.\

It took nearly seven months to get the documents only to be informed that the documents provided ”do not represent the complete universe of MC Inbound Receipt of Delivery forms from November 4, 2020.” The MC Recorder also wrote that they are unable to produce the other documents because they, ”cannot be certain, but we believe that the remainder of these forms were transferred to the Treasurer’s Office.” If there are indeed additional forms for 11/4 then the number of USPS late mail ballots could be much higher than 20K.

They are continuing to withhold records claiming that they are stored with the official returns. It is unclear why the Recorder would have transferred these record to the treasurer. The records in the treasurer’s custody can only be examined with a court order. Therefore, Verity Vote can only report that the minimum number is 20,500 late USPS ballot packets.

The Receipt of Delivery form has been described in detail by the Maricopa County Elections Department. (Fig.5). The County defined all of the fields on the RoD form, making it clear that the ”Post Office Inbound” entry reflects the approximate number of ballot packets that are ”picked up at the post office by Elections and transported to RES.” The estimated 20,500 ballot packets were recorded in that Post Office Inbound field. Notably, they were not recorded as ”Lates” which the county defines as ballot packets received after election night 7PM but before the canvass (Fig.5). The County differentiates between mail ballots (MOB) and early in-person ballots (CTR) by recording the numbers on separate

Review of the form dated 11/5 shows the receipt of 1000 USPS ballots (Fig. 7). The form dated 11/6 shows an additional 1500 USPS ballots were received on that date (Fig. 8). These two records alone show that at least 2500 mail ballots were received more than two days after the Election Day 7pm deadline. After over seven months of waiting, the November 4th Receipt of Delivery form revealed that 18,000 ballots were picked up from the post office more than 12 hours after the deadline. Verity Vote has made no assumptions here, County Recorder Stephen Richer confirmed that the RoD was from 11/4 at 9:30AM.

The only form dated 11/3 and made available to Verity Vote through the PRR shows 7:00 USPS retrieval time but does not identify if it is AM or PM. On October 30, 2020, Katie Hobbs issued an emergency order instructing all vote centers to accept trays of ballots from the US Postal Service employees on Election Day. These extraordinary measures authorized “local turnaround” where ballots were picked up and delivered to local vote centers without ever entering the USPS processing operation. Even mail ballots that had entered processing operations were ordered to be cleared from the facility, regardless of postmark and delivered to a county vote center, bypassing standard mail flow. These expedited mail ballots were transferred from the USPS trays to vote center drop boxes on Election Day. The 18K ballots retrieved from the USPS on 11/4 is a shockingly high number considering how low the USPS ballot counts had dropped by 11/2 and 11/3.

Guillermina Fuentes, the Gadsden Elementary School District Board Member and Ex-Mayor of San Luis, Arizona, will appear in court next Thursday for a plea hearing.

Fuentes was indicted for trafficking ballots in San Luis, Arizona,

She was originally scheduled to appear on May 12, 2022, and plead “not guilty,” however, the plea has been changed because of the evidence presented in True The Vote’s “2000 Mules”.

Catherine Engelbrecht and Gregg Phillips investigated the ballot trafficking incidents in Yuma County, Arizona, and included this information in the film “2000 Mules.”

“18 months ago, we knew that when the full story was told about Yuma, Arizona, it would reveal systematic, systemic, ballot trafficking with connections that spread nationwide. It’s now happening, thankfully, with law enforcement fully engaged. Much more remains to be revealed in the days ahead,” Catherine Engelbrecht told the Gateway Pundit.

The Gateway Pundit previously reported that Fuentes was charged with two Class 4 felonies alleging forgery and conspiracy, and two felonies of ballot abuse. Alma Yadira Juarez pleaded guilty and admitted to police that Fuentes gave her the ballots to stuff in drop boxes.

The hearing is set for June 2nd.

Guillermina Fuentes and Alma Juarez were both caught by David Lara and Arizona State Senate candidate Gary Snyder, who set up a hidden camera after years of investigating the operation. Their undercover work was featured in True The Vote’s “2000 Mules” documentary.

The Gateway Pundit reported that video evidence was delivered to the turncoat Attorney General Mark Brnovich before the 2020 Presidential Election, but he waited until December 2020 to file these charges.

RINO Mark Brnovich has done almost nothing despite the massive evidence of Arizona voter fraud presented in the film.

Despite her indictment for election fraud, Fuentes still serves on the Gadsden Elementary School Board. Fuentes’ daughter, Lizeth Esparza, was recently hired by the Board as Superintendent of the district shortly after her indictment.

The Gateway Pundit reported that investigators from the Arizona Attorney General’s office recently served another member of this school board, Gloria Torres, warrants at the Comité De Bien Estar nonprofit organization. Torres’ home was also raided. This is directly connected to the ballot trafficking scheme exposed in True The Vote’s “2000 Mules.”

Gloria Torres is listed as the Membership Coordinator of Comité de Bien Estar.

They all appear to be connected to this organized ballot trafficking ring.

Arizona State Senate Candidate Gary Snyder, who busted Guillermina Fuentes using an undercover camera, appeared on One America News Network with Dan Ball to give an update on this major fraud case and the new plea agreement.

Snyder: So instead of going to trial and saying “not guilty,” the plea itself has changed. She took the plea bargain for the Attorney General and now officially June 2, which is this upcoming Thursday, she’ll be in trial just to say ‘I plead guilty. I take the plea.’

She had a year and a half of high paid high crimes lawyers out of Phoenix. So, she had a total of three lawyers, plus a local one, all paid by the DNC but when the 2000 Mules came out, it kind of just broke the DNC. So, 2000 Mules, True The Vote, They put a lot of pressure on elected officials, a lot of law enforcement that weren’t willing to stick up and it counts.

FIVE MAJOR CITIES IN WISCONSIN HIT WITH VOTER FRAUD LAWSUITS

Five cities in Wisconsin are being hit with lawsuits from the Thomas More Society, staging a fight over illegal drop boxes positioned throughout the state during the 2020 presidential election. According to an official press release from the Thomas More Society, the cities involved are Green Bay, Kenosha, Madison, Milwaukee, and Racine.

Further, each of the cities made an agreement with a nonprofit initiative called the “Center for Tech and Civic Life” to place the drop boxes around the state. The nonprofit in question has been previously linked to Facebook (Meta) CEO Mark Zuckerberg, who reportedly funneled millions of dollars into the election processes in Wisconsin cities.

Interestingly, the five cities facing lawsuits are the same “Zuckerberg 5” referred to by Special Counsel Michael Gableman, who has been extensively investigating the influence of dark money in the 2020 presidential election – and looking into whether or not it influenced the final results.

In fact, in April, Gableman presented a 136-page report to the Wisconsin State Assembly that revealed he believed Zuckerberg’s contributions to election processes likely did influence the election results.

Ballot drop boxes have become a hot topic of conversation in the election integrity debate in the U.S. today, especially in light of recent and shocking evidence of ballot trafficking during the 2020 election.

Thanks to an extensive investigation conducted by the election integrity organization, True the Vote, more evidence has been brought to the general public. A new documentary film by Dinesh D’Souza, “2000 Mules,” shares this staggering information on how drop boxes were allegedly used to sway voting outcomes in 2020.

In the official press release, Thomas More Society Special Counsel Erick Kaardal stated that his clients had done “everything in their power” to urge the Wisconsin Elections Commission to investigate the five cities connected to Zuckerberg’s money.

“Nonetheless,” Kaardal continued, “the Wisconsin Elections Commission refused to investigate these known illegalities.” Because of this, he noted there was no choice but to turn to the courts to “prevent these cities from using illegal drop boxes as they did, by agreement and with private funding, in the November 2020 election. Never again.”

With the 2022 midterm elections around the corner, scrutiny of the 2020 election continues to raise questions about election integrity, including a newly identified anomaly in Maricopa County, Arizona.

Arizona Law requires that, to be considered valid, ballots must be received by the county no later than 7 p.m. on Election Day.

But newly uncovered records documenting the Maricopa County 2020 general election show that while more than 20,000 ballots were transported from the U.S. Postal Service after Election Day, Maricopa County only rejected 934 late ballots in its “Early Voting Rejections Summary” document.

This means more than 19,000 late, invalid ballots should have been rejected. That is significant because it is enough to potentially sway the results of Arizona’s presidential election, which rested with a final tally of Joe Biden winning the state with 10,457 more votes than Donald Trump.

It is impossible to know if the results would be different if the late ballots had not been counted in Maricopa County.

The Early Voting Rejections Summary is just one of the documents telling the story. County documents were obtained by Verity Vote, a group of citizen volunteers with data research and investigation backgrounds who have been investigating the 2020 election results throughout the country.

How Ballots Move


To understand the anomaly, it is important to know how ballots are moved in Maricopa County, which uses dropboxes and early mail-in voting.

A truck driven by a Maricopa County Elections Department employee picks up ballots at least once a day.

The collection truck starts at the Maricopa County Tabulation and Election Center. The truck has some space for more ballots but is already loaded with some early in-person ballots and ballots that were placed in a dropbox.

The driver goes to the post office and picks up more ballots, then takes the truck to Runbeck Election Services where all ballots are given an incoming scan.

It is here, at the scan, that the “Inbound Receipt of Delivery” document is generated. This receipt of delivery shows the date, time, and names of the employees delivering and receiving the ballots, and it itemizes the number of ballots that came from the post office, dropboxes, and early in-person voting.

In response to some document requests, Maricopa County made the Receipt of Delivery documents available for public inspection for dates spanning Oct. 13 to Nov. 6, 2020.

From that collection of documents, Verity Vote noticed that documents from Nov. 4, 2020—the day after the election—were missing. Verity Vote requested Maricopa County provide the Receipt of Delivery for that day, first with a few phone calls, then with written requests. It should have been a simple request because all the other dates were already public. But this request went to a county attorney.

“After numerous delays, multiple follow up emails, and phone calls, county employees informed Verity Vote that the records were with legal counsel pending review,” the report says. “It took nearly seven months to get the documents.”

The Nov. 4 Receipt of Delivery shows 18,000 ballots were picked up from the Post Office the day after the Nov. 3 election.

The form has three colors of ink. A Runbeck Election Services employee printed his first name only, Brandon, in blue. The ballots arrived at “9:30” on “11-4-20” and the paper is signed in the same blue ink by the receiver, but the signature is illegible.

A row listed as “lates” should show how many ballots are late. The four columns in the late row have numbers in blue ink but are scribbled over and cannot be read.

Another signature, scrawled in red ink, is also illegible. It denotes the person who delivered the ballots.

Even though the document is dated Nov. 4, one day after the election, at the top of the page, above the margin, someone has written “Election Day” in black ink in what looks like different handwriting from the rest of the page.

The county also documents receiving 1,000 ballots on Nov. 5 and 1,500 ballots on Nov. 6. Combined with the 18,000 ballots found on Nov. 4, the total documented late ballots were 20,500.

A letter from County Recorder Stephen Richer, responding to Verity Vote’s document request, indicated that the Nov. 4 receipt the county provided is not the only receipt for ballots the county received that day.

“This document does not represent the complete universe of Maricopa County inbound receipt delivery forms from Nov. 4, 2020. We cannot be certain, but we believe that the remainder of these forms were transferred to the treasurer’s office to be stored and sealed with ballots,” Richer wrote. If so, it indicates there are more mailed ballots that were not counted in the Early Voting Rejections Summary, and presumably would have been counted in the results.”

Another anomaly is the number of ballots collected Nov. 4, compared to other surrounding days.

Voters were instructed to mail ballots by Oct. 27 to be sure their ballots arrived on time. By Oct. 30, the number of ballots coming by mail dropped sharply, but then spiked the day after the election.

On Oct. 28, the county received 58,500 ballots from the post office, then:

• Oct. 29: 14,500
• Oct. 30: 10,500
• Oct. 31: 6,000
• Nov. 1: 1,500
• Nov. 2: 1,000
• Nov. 3: 2,500—Election Day. In order to be counted and valid, the ballot must be received by the county no later than 7 p.m.
• Nov. 4: 18,000 late, invalid ballots
• Nov. 5: 1,000 late, invalid ballots
• Nov. 6: 1,500 late, invalid ballots

Yet Maricopa County rejected just 934 ballots for lateness.

Maricopa County responded to The Epoch Times’ request for comment with an email promising the communications director in its Elections Department would “reach out.” The Epoch Times will report when they do.

Arizona has 11 electoral votes. In the final tally, Biden had 74 more electoral votes than Trump, according to the official record at the National Archives.

A second accomplice, Alma Yadira Juarez, also pleaded guilty for her role in a local ballot trafficking operation during the 2020 primary election.

Local residents busted the Democrat operatives and exposed their ballot collecting scheme.

David Lara and Gary Snyder, who were featured in Dinesh D’Souza’s documentary “2000 Mules” recorded and photographed ballot traffickers stuffing ballot boxes on the day of the August 4th, 2020, Primary Election.

The evidence was presented to the Arizona Attorney General, resulting in a guilty plea by Alma Yadira Juarez. Guillermina Fuentes, who serves on the San Luis School District Board, faces four felony charges. Juarez admitted to prosecutors that Fuentes, 65 gave her the ballots.

According to records obtained by the Associated Press, Guillermina Fuentes ran a very sophisticated ballot harvesting operation in the border city of San Luis.

Fuentes used her status as a well-known Democrat operative to convince voters to give her their ballots or let her fill out their ballots.

An Arizona woman indicted in 2020 on accusations of illegally collecting ballots apparently ran a sophisticated operation using her status as a well-known Democratic operative in the border city of San Luis to persuade voters to let her gather and in some cases fill out their ballots, according to records obtained by The Associated Press.

Guillermina Fuentes, 66, and a second woman were indicted in December 2020 on one count of ballot abuse, a practice commonly known as “ballot harvesting” that was made illegal under a 2016 state law. Additional charges of conspiracy, forgery and an additional ballot abuse charge were added last October.

Investigators said it appears she used her position as a powerful figure in the heavily Mexican American community to get people to give her or others their ballots to return to the polls.

The alleged illegal ballot collection by Fuentes and her co-defendant happened in plain sight outside a cultural center in San Luis on the day of the primary election, the reports show. Fuentes was at a card table set up by supporters of a slate of city council candidates and was spotted with several mail-ballot envelopes, pulling out the ballots and in some cases marking them.

The ballots were then taken inside the cultural center and deposited in a ballot box.

Maricopa County Officials Declare ‘Election Is Over’ as Newly Revealed Records Show 19,000 Ballots Were Counted After 2020 Election Day Deadline

Maricopa County election officials ignored questions Friday about an 11-page report by an election integrity group that say they discovered 20,500 ballots were received by the Maricopa County Recorder’s office — and subsequently counted — after the legal deadline of 7 p.m. on Election Day, November 3, 2020. Only 934 of those ballots, the groups says, were rejected for lateness. Joe Biden was certified the winner of Arizona by 10,457 votes.

The Arizona Sun Times asked the recorder’s office several questions regarding the ballots, including why they had difficulty producing the ballot receipts for months; why the late ballots were tabulated; whether there were really only 934 ballots rejected for being late; and why there were no records indicating whether ballots received the day after the election were transferred to the Maricopa County Treasurer.

Maricopa County Communications Director Megan Gilbertson did not address the inquiries directly. Instead, she replied in part, “The 2020 election is over. We continue to stand by the integrity of our workers and the effective checks and balances in place that allow us to provide free, fair, and accurate elections.”

In a statement, election integrity group Verity Vote said they submitted a public records request in October 2021 to the Maricopa County Recorder for receipts reflecting ballots that were submitted after the statutory deadline for the 2020 election. Seven months later, after a Maricopa County Deputy County Attorney got involved, the election officials produced the records.

The group requested ballot receipts from October 13 to November 6, 2020. The county turned over receipts from all of the days except November 4 — the day after the election. Verity Vote followed up, requesting the missing records through phone calls and written requests. Finally, the county told them the Maricopa County Attorney’s Office was handling their request. The receipts were turned over on May 19.

In Verity Vote’s report shows a November 4 Receipt of Delivery was partially illegible. The name of both the person who delivered the ballots and the person who received the ballots is unreadable, although there is a Runbeck Election Services employee named Brandon listed at the top, along with a time that says 9:30. Verity Vote said Maricopa County Recorder Stephen Richer confirmed that meant 9:30 a.m. A row listed as “late” has numbers but they’ve been scribbled over so are also unreadable. However, 18,000 is clearly listed as the number of ballots.

Although the receipt is dated November 4, “Election Day” is written in handwriting different than the rest of the document at the top. A receipt from November 5 indicates that 1,000 ballots were received, and a receipt from November 6 reports 1,500 more.

Verity Vote said Richer told them the receipt from November 4 isn’t the only one from that day. In a letter dated May 18, 2022, he stated, “This document does not represent the complete universe of Maricopa County inbound receipt delivery forms from November 4, 2020. We cannot be certain, but we believe that the remainder of these forms were transferred to the treasurer’s office to be stored and sealed with ballots.”

The group speculated, “If there are indeed additional forms for 11/4 then the number of USPS late mail ballots could be much higher than 20k.”

The organization noted, “The records in the treasurer’s custody can only be examined with a court order.”

Verity Vote analyzed the number of ballots that were returned each day leading up to the election and afterwards. Voters had been told they should postmark their ballots by October 27 to ensure they arrive on time. There was clearly a spike right after that time, as ballots from the voters who made that deadline arrived. Then the ballots dramatically decreased, except for the huge 18,000 spike on November 4.

October 28: 58,500

October 29: 14,500

October 30: 10,500

October 31: 6,000

November 1: 1,500

November 2: 1,000

November 3: 2,500—Election Day. In order to be counted and valid, the ballot must be received by the county no later than 7 p.m.

Military ballots in some states can be accepted after the deadline, but Arizona makes no exception, they are due by 7 p.m. on election day just like the rest of the ballots.

The process by which the county obtained the late ballots was unusual. Verity Votes reports a county employee drove to USPS to pick up the ballots, then drove them to Runbeck Election Services where they were scanned and the receipts generated before returning them to the county’s tabulation center. Runbeck came under fire in April after it became public knowledge that their AI technology was used in the 2020 election in Maricopa County for signature verification, despite complaints from the elections director regarding its accuracy.

Richer has repeatedly stated there was no election fraud in the 2020 election and started a PAC to support Republican candidates who agree with this position.

Verity Vote say they also submitted a public records request to the Maricopa County Recorder for documents related to 56,226 ballots that were mailed out by the office which came back undeliverable. The election integrity groups said the office told them that the county does not actually receive the undelivered mail back, only an electronic notice from USPS. The office then uses the barcodes from the envelopes to invalidate them for election use.

However, Verity Vote points out that the ballots could still be returned in person on election day. The organization provided this information to Arizona Attorney General Mark Brnovich and Arizona Senate President Karen Fann (R-Prescott).

An investigation completed in January by Verity Vote found that 740,000 ballots in the 2020 election in Maricopa County had no chain of custody. The organization looked at 1,895 forms providing chain of custody for ballots, and found over 80% of them were lacking ballot counts. There were other problems such as no times recorded. In Arizona, Brnovich’s investigation of the Maricopa County independent ballot audit, he found 100,000 to 200,000 ballots were lacking a chain of custody.

The Sun Times asked the Maricopa County Treasurer whether any ballots from the Nov. 4 batch were transmitted there, and a spokesperson said they had no records responsive to the request.

New Jersey voter registration records contain more than 8,200 duplicate names, making it possible for one person to cast two ballots, plus another 61 triplicate registrations, seven quadruplicates, three pentaplicates, and one sextuplicate, according to the Public Interest Legal Foundation (PILF).

“New Jersey’s voter registration system, like nearly every other studied by PILF, can be tricked into registering a person multiple times with extremely similar biographical data inputs at the same addresses,” states the PILF analysis published on June 6.

“These serve as an administrative challenge to be resolved as we see more automation to vote-by-mail. Otherwise, ‘John Public’ and ‘John Q. Public’ could each vote once, while the actual John is voting twice.

“The most common finding error type, clerical/typographical error, can be as subtle as transposed letters. As an example, Julia Rose and Juila Rose are the same person, but she has duplicate registrations with unique voter identification numbers.”

The Virginia-based PILF alerted the New Jersey Secretary of State to the problems uncovered by the firm’s analysis of the voter rolls, which was only made possible by a federal court suit.

“Tens of thousands of other voter records were highlighted for missing or fictitious biographical information like dates of birth. These represent current and future problems with voter roll list maintenance that the Garden State needs to address,” the report states.

“To get to the root of the problems, PILF also filed a federal lawsuit to access copies of list maintenance procedural guides after the NJSOS denied requests for fear of hacking risks.”

Other registration problems uncovered by PILF in the New Jersey rolls include nearly 2,400 individuals listed as active voters whose birthdays make them more than 100 years old.

“There are 2,398 registrants showing dates of birth in 1917 or before across New Jersey. Given that the most recent average life expectancy data show to be 80.7 years in the state, the thousands of registrants aged well beyond 100 years deserve closer examination,” the report states.

The report also found thousands of registrations with inaccurate dates of birth, fictitious registration dates, fictitious registration dates and birth dates, and even dates of birth from centuries ago or years into the future such as Jan. 14, 2028, and Sept. 30, 2029.

“New Jersey has some explaining to do in how it collects and maintains basic voter information. As we have already demonstrated, PILF will pursue available remedies to correct often long neglected government records,” PILF President J. Christian Adams states in the report.

Earlier this year, PILF reported similar problems in the voter rolls of Arizona and North Carolina, as well as the fact that 44o,000 mail-in ballots went missing or were rejected as undeliverable in Pennsylvania in 2020 and there were 27,000 uncounted mail ballots in Georgia in 2020. President Joe Biden carried Pennsylvania by 81,000 votes and Georgia by 11,000 votes.

In September 2020, PILF released an analysis of the voter registration rolls of 42 states that identified nearly 350,000 dead registered voters still on the rolls in 41 states, with more than half of those in just five states, New York, Texas, California, Michigan, and Florida.

The analysis also identified nearly 44,000 duplicate registrants who appeared to have voted twice in 2016 and another nearly 38,000 in the 2018 balloting. Tens of thousands of the duplicate votes were with mail-in ballots, according to PILF.

The PILF analysis was done using the firm’s Safeguarding America’s Votes and Elections database, which it describes as having “comparison capabilities against itself and against other useful data sources like the Social Security Death Index … It can identify deceased and duplicate voters. It can identify registrations at ineligible addresses like post office boxes or mailbox stores, and even people registered in multiple states simultaneously.”

The New Jersey report follows the release of “2000 Mules,” a documentary produced by Dinesh D’Souza, a conservative columnist and cinematic producer. The D’Souza documentary looks at how legions of left-wing political activists made innumerable deposits of drop-off ballots during the 2020 election.

At least one state, Georgia, has issued subpoenas to hundreds of individuals who served as mules, as described by the D’Souza production. And an Arizona sheriff who was featured in the documentary has opened an investigation that has to date produced 16 open cases.

Fulton County: Emergency Meeting Recertifies Unclear Primary Totals

Following the discovery of “discrepancies” and without knowing precise totals, the Fulton County Board of Registration and Elections (BRE) held an emergency meeting on Sunday, June 5, 2022, to recertify the results of the 2022 primary election. The impromptu session is cause for concern because the certification of election results is an official act, duty, and solemn responsibility. As expressed by Kevin Moncla, the decision to certify an election is one “that obviously and inherently requires command of the facts, understanding of the process, and due diligence to authenticate and reconcile the results—all impossible without having the exact numbers, much less no numbers at all.”

BRE vice-chair Dr. Kathleen Ruth oversaw the spur-of-the-moment meeting, with board members Aaron Johnson and Teresa Crawford also in attendance. Fulton County Election Director Nadine Williams stated that the meeting was taking place under “emergency provisions” because the Georgia Secretary of State (SoS) required Fulton County to certify the May 24 primary election results before 9:00 AM on Monday, June 6, “and there was simply no other time in which a meeting could be held with a Quorum.” Williams added that Fulton County Information Systems Manager Dominic Olomo would further explain why recertification of the results was necessary.

The BRE gave little public notice about the meeting, and the standard live stream link on the Fulton County website was inaccessible. Likewise, the meeting instead streamed on Facebook and began one hour late. It was not open to public comment.

On Monday, June 6, citing procedures void of transparency, Kevin Moncla filed an official complaint against the BRE’s last-minute measures with the Georgia State Election Board, including Mr. Matt Mashburn, Dr. Jan Johnston, Mr. Edward Lindsey, Mrs. Sara Tindall Ghazal, and Mr. Brad Raffensperger. Requesting immediate attention from the Board, Moncla’s detailed claim asserts that the noticeable silence about the meeting, along with the “impromptu recertification of election results on a Sunday afternoon,” is simply unacceptable.
A Quick Look at Dominic Olomo’s History with Fulton County


Since Sept. 24, 2021, Dominic Olomo has held the position of Information Systems Manager for the Fulton County Department of Registration and Elections. Before that, he was Election Equipment Supervisor for Fulton County/Happy Faces Personnel Group from Aug. 2020 to Jan. 2021 and Tech Support Supervisor for Dominion Voting Systems from Dec. 2019 to Aug. 2020.

Already at the center of tabulator poll tape issues and missing absentee-by-mail ballot images in the 2020 general election, one can readily question Olomo’s credibility. A quick comparison between Olomo’s sworn testimony in a Sept. 4, 2020 deposition in an ongoing Georgia lawsuit challenging the vulnerabilities and potential manipulation of the state’s voting system and the employment application for his current job reveals discrepancies in details he provided about his college education.

In the 2020 deposition, when asked on page 18 about any formal education after his bachelor’s degree in Computer Science, Olomo declared he also has a “master’s in applied geology.” He explained he studied the subject for three years to get his master’s because “my brothers are applied geophysics, so I did that because they were starting a company together, so I just wanted to have a degree in that.” However, when asked, “What is your highest level of education?” on the government job application with the Fulton County Department of Human Resources, Olomo states “Bachelor’s Degree” (in Computer Science) in all four instances where the question is asked.

Olomo lists Nadine Williams—who took over Rick Barron’s position when he left in April—as a professional reference on the application for his current $76,660/year position and his previous position of Assistant Election System Supervisor for Fulton County. Prior to taking over for Barron, Williams served as Elections Equipment Manager of Fulton County elections.
Olomo’s Unbelievable Explanation for Recertification


When asked by Dr. Ruth to describe the reason for the emergency meeting, Moncla notes that Olomo explains it is due to a discrepancy in the election results, which he asserts was the result of poll managers failing to save the correct election results files to the tabulator’s compact flash card (CF card). At 1:03:00 in the video, Olomo states:

“On yesterday, we found out that we had some precinct had some compact flash card. During election night, we extract result files, images, and log files from CF cards, from compact flash cards. We found out some precincts have discrepancies. Some CF cards were not pulling—some precincts were not pulling result files. Some were pulling images and log files. While some would have some images and log files, not result files. The result file is where we, you know, we use it to do the tabulation. Import the result. The images input ballot images, The log file gives us the activity on the scanner, at the precinct level. So, we have those discrepancies, and it was just like, you know—know how to say—technical issue.”



Not accepting Olomo’s reason for recertification of the primary results, Moncla—who has spent an enormous amount of time probing inconsistent election practices in Georgia— asserts, “Not only are Mr. Olomo’s claims incorrect, but they are also impossible.” Moncla points out that when speaking of compact flash cards, Olomo is referencing the Dominion ImageCast Precinct (ICP) tabulators at each polling location. The ICP automatically stores “ALL” data on two compact flash cards, “each of which is an identical copy of the other for redundancy.” The twin compact flash cards are the only place in the ICP where election information is stored. Highlighting the ICP’s process during an election, Moncla notes:

“During an election, as ballots are scanned, the ICP saves the electronic copy of ballot image to the compact flash cards. Also saved on the compact flash cards during the course of the election is a running tally for each candidate, for each race, or contest. Lastly, a system log or “SLOG,” which lists each tabulator activity, is also stored on the compact flash cards.

In summary, the ballot images, vote count, and system logs are all maintained/stored/saved on the compact flash cards and ONLY the compact flash cards for the duration of the election.

When the poll closes at 7 PM on election day, the poll manager selects the option on the ICP to “close the poll.” The ICP then counts the tallies for each contest (tabulates), prints the poll closing tapes, and then automatically saves the results to the only place it can—to the compact flash cards.

There is no action required by the poll manager to save any of the information to the compact flash cards as it is done automatically. In fact, even if the poll manager failed to close the polls on the ICP, all of the election information would still exist on the card, with the exception of the sum total for each contest (this essentially describes the Georgia Advance Voting process).”
Recertification
Moncla stresses absolutely no other storage medium for election information related to the ICP besides the two compact flash cards. His complaint states that once the polls close and the tabulator tapes are printed, poll managers remove the compact flash cards from the ICP and deliver them to Fulton County’s English Street Warehouse. Once the compact flash cards are delivered, Olomo and one other Fulton County employee are responsible for uploading them to the Fulton County Election Management Server. Finally, Moncla explains that after the compact flash cards from every polling location are uploaded, the election results are published to the Georgia SoS.

Understanding the entire process and that election results are automatically saved to the two compact flash cards within each ICP machine where all election information exists, Moncla maintains that Mr. Olomo’s justification to the board for the discrepancy in the primary election results is false. Furthermore, Moncla explains, “Mr. Olomo is a former Dominion employee and has several years of experience with this very same equipment in this same location, which all but removes any possibility that he is mistaken or incompetent.”
Without Knowing “Discrepancy” Details, Election is Recertified


Following Olomo’s explanation and before voting to recertify the primary election results, Dr. Ruth asks Olomo “how the problems necessitating recertification can be prevented in the future.” Olomo declares he has prepared an SOP (standard operating procedure) and a checklist for poll managers to ensure they get the correct files. Again, Moncla points out—no procedure or process can ensure what already happens automatically, as all files are stored on the compact flash cards regardless of what the poll manager does or does not do.

Dr. Ruth proceeds to ask Olomo about the size of the discrepancy between the primary election results previously certified and what was to be recertified at the emergency Sunday meeting. In his complaint, Moncla emphasizes that Dr. Ruth asks Olomo specifically about the difference between the two results, “or how many votes were being added.” Remarkably, Mr. Olomo responds by saying that he can get Dr. Ruth that information at another time. A shocked Moncla describes what happened next:

“The Fulton County Board of Registration and Elections then voted to recertify the election results without knowing the totals they were certifying nor the difference between what they had already certified and what they were recertifying.”

Moncla’s complaint—filed electronically with the original sent via U.S. Certified Mail—asks the Georgia State Election Board (SEB) to immediately call for an emergency meeting and urges them to vote to reject the Fulton County primary certification. He insists that Fulton County’s result certification must follow a proper SEB verification. Furthermore, Moncla asks the SEB to open an investigation to uncover the actual cause of any election results discrepancy and the motivations behind Mr. Olomo’s false statements to the Fulton County BRE, adding:

“Considering that Mr. Olomo is also responsible for the UN-CERTIFIED poll tapes representing over 311,000 votes for the 2020 general election as detailed in a previously filed complaint, I ask that the SEB place Mr. Olomo on paid leave pending the outcome of the investigation.”

Former US Congressman Pleads Guilty to Election Fraud.

A former U.S. congressman from Philadelphia has pleaded guilty to several election fraud charges, including bribery and falsification of voting records, according to the U.S. Justice Department.

Former Rep. Michael Myers (D-Pa.), 79, admitted to bribing an election judge in Philadelphia, Domenick J. Demuro, to illegally add votes for certain individuals, including candidates for federal and state offices.

Myers and Demuro, both of whom are Democrats, supported fellow Democratic candidates. Myers would receive payments from the candidates by cash or check, and send a portion of the funds to Demuro. Demuro was charged separately and pleaded guilty in May 2020.

The judge of elections for the 39th Ward, 36th Division in South Philadelphia would then add fraudulent votes for Myers’s clients.

“At Myers’s direction, Demuro would add these fraudulent votes to the totals during Election Day, and then would later falsely certify that the voting machine results were accurate,” the DOJ said in a statement.

The fraud took place during elections starting in 2014 and going through 2018, authorities said.

Myers also admitted to conspiring to commit fraud with Marie Beren, a judge of elections for the 39th Ward, 2nd Division in Philadelphia. Myers acknowledged directing Beren to add votes to candidates he supported, including candidates for judicial office who had hired Myers.

Demuro pleaded guilty in 2020 to conspiring to deprive people of civil rights and using interstate facilities in aid of bribery. Demuro was supposed to be sentenced on June 30, 2020, but sentencing has repeatedly been postponed. It’s currently scheduled for June 14.

Beren, another Democrat, pleaded guilty in 2021. The charges to which she pleaded guilty weren’t clear because the details are sealed. Beren was set to be sentenced on Feb. 15 but the hearing was postponed until Aug. 16.

“Voting is the cornerstone of our democracy. If even one vote has been illegally cast or if the integrity of just one election official is compromised, it diminishes faith in process,” U.S. Attorney for the Eastern District of Pennsylvania Jennifer Williams, a Biden appointee, said in a statement. “Votes are not things to be purchased and democracy is not for sale. If you are a political consultant, election official, or work with the polling places in any way, I urge you to do your job honestly and faithfully. That is what the public deserves and what the federal government will enforce.”




“One thing you can say about Ozzie Myers: his values have long been out of whack,” added Jacqueline Maguire, the special agent in charge of the FBI’s Philadelphia Division. “Decades ago, he valued a fake sheik’s bribes more than the ethical obligations of his elected federal office. This time around, he valued his clients’ money and his own whims more than the integrity of multiple elections and the will of Philadelphia voters. Free and fair elections are critical to the health of our democracy, which is why protecting the legitimacy of the electoral process at every level is such a priority for the FBI.”

Myers entered Congress in late 1976, but was expelled in 1980 after being caught taking bribes in the Abscam sting investigation. He was convicted on charges of bribery and conspiracy and spent several years in prison.

Myers is scheduled to be sentenced on Sept. 27. He faces up to 60 years in prison, up to three years of supervised release, and a fine of up to $1.25 million.
